Rocks D. Xebec has always been known as a dangerous and callous person who had no regard for the lives of others. He always prioritized himself, and it doesn't seem that he was ever concerned about his crewmates. Towards the end of the chapter, it was revealed that Harald had seen Rocks D. Xebec at the Reverie.
At the time, Rocks was yet to form the Rocks Pirates, but that doesn't mean he wasn't a powerful person. In fact, Rocks D. Xebec had killed an Admiral, which is an insane feat. So far, no other character has successfully killed an Admiral, which makes Rocks part of a special list.
It's likely that Harald saw Rocks killing the Admiral, and he must have been impressed by the pirate's power, but at the same time, he would have wanted to maintain his distance from someone who was so reckless.
Why Did Rocks D. Xebec Seek Out Harald?

So far, the reason behind Rocks' decision to travel to Elbaf remains unknown. However, there is a chance that Rocks wanted to recruit Harald for the Rocks Pirates. It has been stated that when Rocks came to Elbaf, he hadn't formed the Rocks Pirates. Many big-name pirates have gone out of their way to recruit new members, so there is a genuine possibility that Rocks wanted to do the same. It is understandable why Rocks traveled so far, as Harald was an outstanding fighter. If he managed to recruit Harald, it would certainly bolster the overall strength of the crew.
Given the change in Harald's personality, it seems rather obvious that he rejected the offer because he wanted to help Elbaf prosper. There is also a chance that Rocks D. Xebec tried to fight Harald to coerce him into accepting the offer; after all, the pirate has revealed that he doesn't like taking no for an answer. The potential battle between Harald and Rocks will likely be covered in the next couple chapters of One Piece.
Rocks D. Xebec Became The Strongest Pirate In One Piece
At some point in the past, Rocks D. Xebec formed the Rocks Pirates and became their captain. In fact, he ended up becoming the strongest pirate of his era. Rocks D. Xebec's name instilled fear into the hearts of his foes because he was an extremely sadistic person. He wouldn't spare a person, especially if they offended him in the first place.
Rocks D. Xebec planned to become the ruler of the world, which was certainly an ambitious goal. But he knew that a strong crew was needed to make the dream come true, which is why he only recruited the strongest fighters. The Rocks Pirates consisted of the following:

- Miss. Buckingham Stussy
- Gloriosa
- Wang Zhi

Almost all of these characters were incredible fighters, who could hold their own in the most perilous situations. With their help, Rocks could easily have become the ruler of the world. Unfortunately, fate had other plans.
Rocks D. Xebec Died In God Valley
38 years ago, Rocks D. Xebec traveled to the God Valley, where he attacked the Celestial Dragons. Normally, Rocks and his crew could have easily escaped from the island, but the arrival of Garp and Roger changed everything.
The two legends teamed up against Rocks D. Xebec and defeated him. According to Sengoku, Rocks died in the conflict, and his crew disbanded shortly afterwards. Many details are still missing, so hopefully, Oda will reveal them in Harald's flashback.
