Seeing as how Luffy hurt himself trying to damage Warcury, it's safe to say that the Elders are still stronger than him.

Imu has been ruling over the world with an iron fist for the past 800 years because of how powerful they are. When it comes to characters who, in the modern day, are still strong enough to defeat Luffy despite his Nika powers, Imu has to be at the top of that list, especially because of their showing during the Elbaf arc.

Elbaf showed this villain's true power, as they were able to create thralls using the Giants of Elbaf who were not only massive, but were also far stronger than without their powers. All of this was done with seemingly no strain on Imu themselves, which easily cements them as the most powerful character in the entire setting so far.
