As with any other Shonen anime series, the characters in One Piece have gotten much stronger as the story has progressed. This is most true for the main character Luffy, who has not only seen the Awakening of his legendary Devil Fruit, but has also unlocked the advanced applications of the different forms of Haki he can use.
This comfortably places him among the most powerful characters throughout the entire One Piece story. However, at the current stage, there are a few characters who are still stronger than him. So, in this article, let's go over the most powerful characters in the story who can still defeat Luffy.
One Piece: The Strongest Characters In The Final War (So Far)
The Final War of One Piece is set to be the greatest conflict ever, so let's see the most powerful characters in it so far.
Loki Has Shown Immense Haki Mastery And Has A Legendary Devil Fruit
The Accursed Prince
Loki has been one of the most interesting additions to the entire One Piece story, particularly because of his incredible and mysterious powers. From the beginning, fans have known that his Devil Fruit is one of the strongest in the entire setting, but the Elbaf flashback revealed his Haki to be top-tier as well.
This is an important detail, as Loki was able to bypass Harald's immortality with his Haki and Devil Fruit despite being completely new to both powers when he used them. Because of this, the common consensus among fans is that he is currently stronger than Luffy, despite being heavily injured during the modern-day occurrences.
Dracule Mihawk Is The Ultimate Goal For Zoro To Reach
The World's Strongest Swordsman
As the person who owns the title of the World's Strongest Swordsman, it was always known that Mihawk's strength is some of the greatest in the setting. Due to his incredible Haki, Mihawk managed to turn his Supreme Grade Sword, Yoru, into a Black Blade, which is enough of a reason to place him as one of the strongest fighters in the world right now.
Most fans agree that he is currently stronger than Luffy due to him being a rival and equal to Shanks himself. However, Mihawk plays more of a role with regard to Zoro's story as compared to Luffy's, so some fans believe that Luffy may pass him sooner rather than later.

Shanks Has Shown The Greatest Haki Feats In The Modern Era
The Red-Haired Pirate
Although Shanks has never owned a Devil Fruit, he is easily one of the most powerful and terrifying foes in the setting. The real reason behind his incomprehensible power is his mastery of all forms of Haki, which has allowed him to carve his name as arguably the most powerful pirate of today.
Although Luffy's Devil Fruit is perhaps the greatest in the setting, Shanks' application and use of Haki is unparalleled, as can be seen with his Conqueror's Haki incapacitating an Admiral, his Future Sight allowing him to see very long into the future, and his Conqueror's Coating being great enough to damage even Harald.

Blackbeard Is One Of The Series' Biggest Mysteries
A Terrifying Pirate
Although this may be a contentious pick for many, the reasoning behind Blackbeard being the true final villain of One Piece is too perfect to ignore. Although he has never shown any notable Haki feats, Blackbeard's real strength lies in his intelligence, ruthlessness, and mysterious ability to use multiple Devil Fruits.
Although he may not currently be outright stronger than Luffy, Blackbeard's schemes and tricks could get the better of Luffy if they fought, especially because Teach has been shown to be willing to do whatever it takes to win. This, paired with his strange body and multiple Devil Fruits, make Blackbeard One Piece's most terrifying villain.
The Gorosei Are Still Beyond Luffy's Strength Due To Their Immortality
The Highest Authority of the World Government
As Imu's top generals in the Final War, it comes as no surprise that the 5 Elders are going to be the biggest threats that the heroes are set to face in this prophesied conflict. Even with Luffy's immense Gear 5 power-up, the Egghead arc proved that, despite its reality-altering power, the Gorosei are still far above Gear 5's strength.
Firstly, the Elders are befitted with the Abyssal Sea Contract, which not only makes them immortal, but also makes them impervious to all attacks that aren't coated with Conqueror's Haki, meaning that only the strongest in the world can even damage them. Seeing as how Luffy hurt himself trying to damage Warcury, it's safe to say that the Elders are still stronger than him.
Imu Is The Ultimate Villain Of The Entire Story
The Ancient Evil
Imu has been ruling over the world with an iron fist for the past 800 years because of how powerful they are. When it comes to characters who, in the modern day, are still strong enough to defeat Luffy despite his Nika powers, Imu has to be at the top of that list, especially because of their showing during the Elbaf arc.
Elbaf showed this villain's true power, as they were able to create thralls using the Giants of Elbaf who were not only massive, but were also far stronger than without their powers. All of this was done with seemingly no strain on Imu themselves, which easily cements them as the most powerful character in the entire setting so far.
