Imu is the sovereign of the World Government, so they are the supreme authority within the organization. Imu's orders are absolute, and not even the Five Elders can go against them. Judging from their actions so far, Imu seems rather callous and vindictive. They do not hesitate to show off their power and terrorize the people. The destruction of the Lulusia Kingdom is the perfect example of their cruelty. They were not concerned about how many people died due to their decision.

According to available information, Imu belongs to the Nerona Family, and they are likely its leader. Imu's name has been mentioned in books about the Void Century, which implies that they were alive during the period. So, they are aware of everything that occurred during the 100 years.

Given their position within the World Government, it is possible that they were responsible for manipulating the other nations against the Ancient Kingdom. Their main motivation could have been to obtain more power, which is why they wanted to eliminate the kingdom and its people so that they could take over their weapons. 3 Zunesha

Gigantic Elephant That Was Punished

Zunesha is a massive elephant that roams the waters of the New World while carrying Zou on its back. As the elephant is constantly moving, it is almost impossible to reach Zou without proper preparations. Due to the elephant's size, its physical strength is far greater than any character in One Piece, as evidenced by its destruction of Jack and his ships.

Zunesha is said to be over 1000 years old, making him the oldest known character in One Piece. The elephant has likely witnessed all the major events of the past, such as the Void Century, the formation of the World Government, the death of Joyboy, etc. During the Void Century, Zunesha used to be affiliated with Joyboy, who was the first pirate in history. It is possible that the connection to Joyboy earned it the wrath of the World Government. So, it was forced to wander endlessly while carrying the Minks on its back. Many theories imply that Zunesha is actually looking for a specific place before it can finally rest. It is all conjecture at this point, but it won't be long before fans learn the truth.

2 Emet

Emet is the gigantic robot that was dumped on Egghead Island to be destroyed forever. However, Dr. Vegapunk was intrigued by the robot and decided to study it, which led him to delve into something forbidden. Emet was likely created by the people of the Great Kingdom, as they had the advanced technology needed to pull it off. Unlike most robots, Emet is fully sentient and capable of feeling emotions.

Emet was on good terms with Joyboy, which is why the former started to look for him as soon as it gained consciousness. Emet is powered by a mysterious source, which modern science hasn't been able to replicate, which is why it laid dormant on Egghead for such a long period of time. Emet is also known to have attacked Marijoa 200 years ago, but it ran out of energy before it could cause any significant damage. This was likely due to the scaling of the Red Line, which is absolutely massive.

1 Five Elders

The Godheads

The Five Elders are the Godheads of the World Government. They are arguably the strongest fighters within the World Government, even more so than the Admirals and possibly the Fleet Admirals as well. All five of them were properly introduced in the Egghead arc, where they wreaked havoc with their Yokai powers. Even Luffy's Gear 5 attacks were unable to do any kind of damage to them.

There is no major evidence for the Five Elders being alive during the Void Century except for one thing. In Bartholomew Kuma's flashback, Saturn looked the same as he did in the current timeline, which wouldn't be possible for a normal person. This increases the likelihood of the Five Elders being immortal, just like Imu.

Also, if the Five Elders did not have eternal life, Imu would have to reveal themself to other people, which would have been a big problem for them. So, if Imu had everlasting life, they could have made their most loyal servants immortal as well. If this turns out to be true, it would mean that the Five Elders have been alive since the Void Century as well, and they have carried out Imu's orders ever since.
