He also possesses the Hito Hito no Mi, Model: Nika, which is a Zoan-type Devil Fruit that allows him to tap into the power of the ancient Sun God. So far, Luffy has defeated the likes of Crocodile, Lucci, Katakuri, and Kaido. Given the fact that he has taken down so many notable opponents, Luffy can easily survive a Buster Call.

Shanks is the captain of the Red Hair Pirates and one of the most respected characters in the world. He does not possess any kind of Devil Fruit, but his Haki is second to none. Shanks is one of the few people capable of using three types of Haki. With his Conqueror's Haki, Shanks can prevent other people from using Future Sight.

Kaido participated in so many battles that his Haki reached extraordinary levels. He was able to defeat Luffy multiple times in the Wano Country arc. It took the protagonist an immense amount of hard work to beat Kaido in a 1v1 fight. With his level of power, it's hardly surprising that he can withstand a Buster Call with ease.

Monkey D. Dragon is the leader of the Revolutionary Army. He formed the organization after learning about the injustices around the world. Under Dragon's leadership, the Revolutionary Army has prospered a lot.
Dragon's powers are unknown, but he is presumed by fans to be among the strongest characters in One Piece. Dragon very likely possesses a Devil Fruit that allows him to manipulate wind. As the story enters the Final Saga, Dragon will get more screen time, and he will show off his real power to the audience.
