Rob Lucci is the strongest CP0 agent in One Piece. From childhood, Lucci has been nothing but a killing machine. He doesn't care about killing innocent people if they try to get in the way. Lucci possesses the Neko Neko no Mi, a Zoan-type Devil Fruit that allows him to transform into a leopard at will.
Lucci can also use Rokushiki and two basic types of Haki. Sanji might not have a Devil Fruit, but he has more durability and strength than Lucci. He survived despite having all his bones broken, and Lucci doesn't have any attack that could harm Sanji.

Unfortunately, Law overreliance on the Ope Ope no Mi caused him to pay less attention to Haki, and it severely limited his potential. Law has a powerful Devil Fruit, but it has been proven that a person with superior Haki and strength cannot be affected by it. Once Sanji obtains a new power-up in Elbaf, he will surely supplant Trafalgar Law.

Eustass Kid's Jiki Jiki no Mi made him a dangerous person, especially on the seas, because he could use the Devil Fruit's power to manipulate the magnetic forces of attraction and repulsion.
Eustass Kid also has access to all three types of Haki, which gives him a big advantage in fights. However, Kid never got around to fully unlocking the potential of these abilities. So, he is rather easy to beat, particularly in a 1v1. Once the Elbaf arc ends, Sanji will have surpassed Kid and created a noticeable gap between them.

Marco can use his power to fly and to heal his injuries. He can also use the blue flames to heal the wounds of others. Marco can use Armament and Observation Haki, but not on the same level as some of the other high-tier fighters. Sanji has already surpassed Marco in terms of physical strength, but he still needs to improve his Haki, and that will likely happen in Elbaf.
