After witnessing their might, it became abundantly clear that many One Piece characters needed to up their ante if they wanted to survive the Final Saga. With that in mind, here are some individuals who would greatly benefit from receiving a new type of Haki or upgrade after Elbaf.

Nico Robin
Affiliation: Straw Hat Pirates
- Devil Fruit: Hana Hana no Mi
Nico Robin is the archaeologist of the Straw Hat Pirates. She has been with the crew for a long time, during which she has faced many powerful enemies. While she is a great fighter, there have been times when her opponents have had the edge. In such situations, Robin has had to rely on her crewmates.
In the Elbaf arc, Robin tried to stand up to Shepherd Sommer s, but the latter proved too strong for her. Robin has immense control over her Devil Fruit, but that isn't enough to beat the opponents that she will face in the remainder of the Final Saga. Robin desperately needs Haki, so Oda should pull the trigger after the Elbaf arc.
Usopp

Usopp is the sniper of the crew, and he is also the weakest member. Oda has made a note to keep Usopp weaker than the rest of the crew, as he wants to keep him the most human. However, the current version of Usopp is a big liability in fights.

He has failed to make an impact with his fighting abilities for quite some time. Even in the Wano Country arc, Usopp was outclassed by his opponents, and he was unable to get the better of them. Normally, this isn't a problem, as his friends bail him out. However, it would be nice to see him actually use his sniping skills to win a fight or two. Usopp has Observation Haki, but he has not made use of it since Dressrosa. Hopefully, Oda gives him Armament Haki or advanced Observation Haki.
Buggy
Affiliation: Cross Guild, Buggy Pirates
- Devil Fruit: Bara Bara no Mi
Buggy is the captain of the Buggy Pirates and the leader of the Cross Guild. He became a Yonko because of a lot of misunderstandings. Buggy is primarily used as a comic relief character, so it's perfectly understandable if Oda decides to keep him like this.
However, there is a small possibility that Oda might change his approach and make Buggy a little more powerful. The Yonko already has a Devil Fruit, so he just needs Haki to become stronger and more respectable.
Crocodile
Affiliation: Cross Guild
- Devil Fruit: Suna Suna no Mi
Crocodile served as the main antagonist of the Alabasta arc. At the time, he was a Shichibukai, so he had a great deal of freedom. Crocodile exploited his position and plotted to overthrow Cobra. However, he was stopped by Luffy. It was shocking to see a Grand Line veteran being beaten by a novice pirate who couldn't even use Haki.

Crocodile possesses the Suna Suna no Mi, a powerful Logia-type Devil Fruit that allows him to create and control sand at will. With its power, he can kill a person in minutes. Crocodile has Haki, but his mastery over the ability remains unknown. If he can only use the regular versions of Armament and Observation Haki, then Oda should give him their advanced versions.
Smoker
Affiliation: Marines, World Government
- Devil Fruit: Moku Moku no Mi
Smoker is a Marine Vice Admiral who has been hounding Luffy for years, even following the pirate into the Grand Line. In the beginning, Smoker came off as a dangerous fighter, capable of handling the most notorious criminals, but he has suffered a sharp decline.
Even though he can use his Devil Fruit expertly, his Haki doesn't seem to be as good as the other elite combatants. Since Smoker has been away from the action for a long time, there's hope that he will return as a stronger man. When he returns to the fray, Smoker needs to have at least advanced Armament Haki. Otherwise, he will be outclassed and become a punching bag for his opponents.
Sanji
Affiliation: Straw Hat Pirates
- Devil Fruit: None
Sanji is a member of the Straw Hats' Monster Trio, meaning he is among the strongest characters in the crew. His primary role is to make sure that the Straw Hats don't go hungry. However, Sanji has developed into one of the most formidable fighters, who is capable of thwarting almost any kind of danger.
Sanji does not have a Devil Fruit, but he does have Armament and Observation Haki. He is proficient at using Haki and often combines it with his unique fighting styles. Unfortunately, Sanji doesn't have access to any advanced versions. He also doesn't have Conqueror's Haki. These are major limiters that hinder Sanji's growth as a fighter. Hopefully, Oda decides to give Sanji at least advanced versions of Armament and Observation Haki after the Elbaf arc is over.
