The Elbaf arc has been a real eye-opener for many One Piece characters, especially those who were too confident in their strength. After seeing the likes of Imu, Shamrock, and Gunko, they were humbled and quickly realized that they were outmatched.

When it comes to strength, these One Piece characters are the crème de la crème.
Many of the Straw Hats also need new power-ups, and they could come in the form of Devil Fruits or Haki. Aside from the heroes, there are other One Piece characters who could greatly benefit from eating Devil Fruits. With that in mind, here are all the characters who need Devil Fruits after Elbaf.

Usopp
Affiliation: Straw Hat Pirates

Usopp is the sniper of the Straw Hat Pirates. He is the son of the legendary sniper, Yasopp. Usopp admires his father and wants to be like him. Initially, Usopp was nothing more than a weakling who had to rely on his wits to get the better of his opponents.
After the timeskip, Usopp became physically stronger and gained Observation Haki as well. However, these things are not nearly enough for him to beat other elite snipers like Van Augur, Yasopp, Izo, and Perospero. He has also been a passenger in the Elbaf arc, so he desperately needs a Devil Fruit to become stronger. With the help of a Devil Fruit, Usopp no longer has to rely completely on his sniping skills either. A Devil Fruit like Blamenco's Poke Poke no Mi would be an excellent fit for him.
Nami
Affiliation: Straw Hat Pirates

Nami is the navigator of the Straw Hat Pirates, which means that her primary role is to guide the crew to different islands. But as a member of a Yonko's crew, Nami has had to fight against strong opponents many times. In the Wano Country arc, she nearly died at the hands of Ulti. She was extremely lucky to have survived, so it's quite clear that she needs a power-up.

Nami has Zeus on her side, a powerful homie created by Big Mom. However, Zeus alone is enough to help Nami beat opponents in the Final Saga. Considering Zeus has the ability to create thunder, a Devil Fruit that would grant her a similar ability makes a lot of sense. So, Enel's Goro Goro no Mi would be the perfect addition to her arsenal.
Koby
Affiliation: SWORD, Marines

Koby is a member of SWORD, a secret Navy unit. Anyone from this group is free to act on their own because they are answerable to the higher-ups, but at the same time, the Marines are not responsible for the safety of SWORD members.
Koby has grown a lot since he first joined the Marines, but he's still nowhere near the level of someone like Luffy. He has learned to use Armament Haki and Observation Haki, but there is no way that he will be able to handle someone like Crocodile, Zoro, Mihawk, or pirates of similar caliber. Koby still has time, so he can eat a Devil Fruit and grow stronger.
Tashigi
Affiliation: Marines, World Government

Tashigi is Smoker's underling, which is why she is always by her side. Tashigi dreams of reclaiming all the named swords from the clutches of pirates and other criminals. She has an ambitious dream, but she doesn't have the capability to accomplish it.

Tashigi was involved in the Punk Hazard arc, where she was mainly a bystander. She was unable to stand her ground against Vergo and Monet. Tashigi had to be rescued by Sanji and Zoro. If Oda plans to use Tashigi in the Final Saga, then he must hand her a power-up. While any Advanced type of Haki will be a solid option, it would be better to give her a Devil Fruit.
Nefertari Vivi

Vivi was introduced in the Little Garden arc, and she went on to join the Straw Hat Pirates temporarily. She wanted to travel with the crew but stayed behind to restore her country. After the death of Cobra, she is next in line to become the ruler of Alabasta, and the people couldn't have asked for a better person. Vivi is a benevolent person who deeply cares about the people of her country, and she is not afraid to put herself in harm's way. She even infiltrated the Baroque Works to find a way to stop Crocodile.
Nefertari Vivi has been on the radar of Imu for a long time. The supreme leader of the World Government wants to eliminate Vivi at all costs, and it's likely due to her lineage. Vivi is not strong by any means, so she needs protection. This problem can be easily solved if she is given a Devil Fruit.
Franky
Affiliation: Straw Hat Pirates

Franky is the shipwright of the Straw Hat Pirates who joined the crew after the events of the Enies Lobby arc. He is an eccentric person, but he is undeniably a genius. Franky has been creating new gadgets and other inventions for years. He was also able to modify his body using Vegapunk's blueprints.
Franky's last major fight was in the Wano Country arc, where he faced off against Sasaki, one of the Tobi Roppi. The Straw Hat dominated the fight and eventually emerged as the winner. However, Franky is not equipped to deal with enemies in the Final Saga. It's unlikely that Franky will get Haki, so a Devil Fruit seems the obvious choice.
