Luffy's journey through the world of One Piece has been incredibly interesting, especially because it has brought the hero across some of the most powerful and important figures in the entire story. Whether these are powerful independent pirates or incredibly strong Marines, Luffy has already managed to meet most of them.

However, there are a few notable legends who have, for one reason or another, been out of Luffy's reach. Most of the time, this has been intentional as these characters have stayed out of Luffy's way on purpose so that he could be ready once they do meet, so in this article, let's go over the most important One Piece characters that he still hasn't come across yet.

Shiki Is A Powerful Yonko-Level Pirate

Shiki was a member of the legendary Rocks Pirates in his youth, cementing a name for himself as one of the most notorious and powerful pirates in the entire world at that point. It was revealed that, sometime in the past, Shiki was captured by the Marines and was kept in chains in the lowest level of Impel Down, though he eventually cut off his legs and escaped the prison.

Being the first person in history to escape the legendary prison, Shiki has not been seen since, prompting many to think that he may have gone on to become the Man Marked By Flames, though this remains speculation. Of course, he was the main villain Luffy had to defeat in One Piece: Strong World, but that was not part of the official canon.

Green Bull is a recent addition to the roster of the Marines and has since proven himself to be one of the organization's most elite and powerful defenders. With his nature-controlling Logia fruit, Green Bull showed himself to be so powerful that he managed to defeat the Red Scabbards, Yamato, King, and Queen all by himself when he set foot on Wano.

Surprisingly, Ryokugyu is the only Navy Admiral whom Luffy still hasn't interacted with, let alone fought. Whether it's the Admirals from before or after the time skip, Green Bull is the only one who has yet to cross paths with Luffy in any way, even though they were quite close to one another at the end of the Wano arc.

St. Figarland Garling Is One Of The Strongest Villains Luffy May Fight

St. Figarland Garling has cemented himself as one of One Piece's most despicable villains. Though he was originally believed to be on the same level as Roger and Rocks, the God Valley flashback revealed him to be far below the power of those legends, though he has since gotten much stronger by a huge margin.

Now, Garling has become the new Elder of Science and Defense within the ranks of the Gorosei, which means that he holds power similar to the other Elders which has been granted by Imu. Because of this, he remains the only one of them whom Luffy has yet to fight, marking him as a major antagonist in the Final War of One Piece.

St. Figarland Shamrock Will Be An Interesting Opponent

It's no secret that Shanks has always been the biggest reason behind Luffy's entire journey as a pirate on the seas, and that meeting him again is near the top of the list of things Luffy wants to do. However, it seems that Luffy is all set to meet Shanks' twin brother Shamrock before he gets to meet his old friend, considering the way Elbaf is going.

When they inevitably do cross paths, it will be quite interesting to see. For one, Luffy's connection to Shanks is well-known, so he will definitely be interested in seeing him again, though at the same time, Shamrock may trick the pirate since he is one of the World Government's most trusted and powerful assets.

The Man Marked By Flames Is A Required Next Step For Luffy

While it's incredibly likely that Luffy will meet pretty much everyone on this list, it can still be argued that, technically, this isn't a necessity, so it's not exactly confirmed that he will. However, the mysterious Man Marked By Flames is the most important part of Luffy's journey at this point in the story due to his importance in making Luffy the Pirate King.

Very few know of this man's existence, and seemingly fewer know of his true identity. It is said that he holds the final Road Poneglyph that is needed to triangulate the position of Laugh Tale to locate the legendary One Piece treasure, which would make the finder the Pirate King. Although many have speculated that he may be someone fans have actually seen before, so far, he remains one of the biggest unanswered questions in the series.

Monkey D. Dragon Has Never Met Luffy, Despite Being His Father

The World's Most Dangerous Criminal

  • A mysterious hero.

Out of everyone in the entire One Piece story, Dragon remains as one of the most mysterious characters of them all. Of course, his family and ambitions are known, but his powers, strength, and much of his background remain shrouded in uncertainty, especially because he has had very sparing appearances throughout the series.

A child is their parent's weak spot.

The most notable aspect of Dragon's arc is the fact that he is the father of the main character of the story, which is why it's even harder to believe that he and Luffy have never met. Dragon abandoned his child in order to keep him safe from his dangerous life, but with Luffy's strength growing to such unprecedented levels, it is only a matter of time before Oda brings these two powerhouses together in the Final War to finally defeat Imu.
