Marshall D. Teach, better known as Blackbeard, is the captain of the Blackbeard Pirates and one of the Four Emperors of the Sea. Like Luffy, Blackbeard's rise to prominence has been sudden. Not long after leaving Whitebeard's crew, he became a Shichibukai and then an Emperor of the Sea.
Blackbeard has committed many acts of defiance against the World Government. Not only did he invade Impel Down to release the worst criminals in history, but he also caused a ton of damage to Marineford. Eventually, Blackbeard's actions have earned him a bounty of 3,996,000,000 berries, which is almost a billion higher than Luffy's. There's every chance that Blackbeard's bounty will increase again, as he wants to claim the world for himself. So, the World Government and Marines will have no choice but to increase his bounty.
Shanks
Bounty: 4,048,900,000 Berries
Shanks is widely believed to be the strongest character in One Piece. After all, he possesses immensely powerful Haki, which he has used only a handful of times. The first instance was when Shanks stopped Ryokugyu in his tracks and prevented the Admiral from hurting Luffy. The second was outside Elbaf when he used Divine Departure to beat Eustass Kid and bring an end to his adventure. Shanks also has the ability to nullify Future Sight, giving him an extra edge in fights.
Unlike most pirates, Shanks is a reasonable person. He doesn't hurt people, nor does he pillage villages. But that doesn't mean the World Government isn't aware of his strength. The organization knows every single thing about Shanks, which is why he is worth more than 4 billion berries. As the story is in the Final Saga, there's every chance that Shanks' bounty will get a hike.

Whitebeard was known as the strongest man alive, a title that stayed with him until death. He possessed the Gura Gura no Mi, a powerful Paramecia-type Devil Fruit that allowed him to create tremors at will. With the Devil Fruit, Whitebeard could easily level an entire city in seconds. In his prime, Whitebeard was the only pirate capable of matching Gol D. Roger in combat. In fact, the two fought multiple times over the course of their lives.

However, Buggy's luck didn't stop there. After Big Mom and Kaido's defeats, the World Government declared him one of the Four Emperors of the Sea. This also resulted in Buggy's bounty being increased.
Dracule Mihawk

Dracule Mihawk is the strongest swordsman in the world. He wields Yoru, a Saijo O-Wazamono grade sword that he managed to blacken with Haki, which proves that he is a veteran fighter. Considering Mihawk is the holder of such a high title, it's unsurprising that he has taken down many elite swordsmen in his life.
Before becoming a Shichibukai, Mihawk used to hunt down Marines, earning him infamy. The Marines were helpless, which is why they offered him the opportunity to join the Shichibukai. Mihawk remained a part of the Shichibukai until its dissolution. As a result, his bounty was restored, and he once again was hounded by the Marines.
Big Mom

Big Mom was the captain of the Big Mom Pirates and the queen of Totto Island. From a young age, it was evident that Big Mom was much stronger than any ordinary human being. This became even more apparent when she nearly destroyed an entire village in Elbaf. As she grew up, Big Mom got involved with the Rocks Pirates, who were considered the strongest crew of their time.

Due to his continued acts of defiance against the World Government, he was given the highest bounty in the history of One Piece.
Even if Roger hadn't found the One Piece, he would still have an insanely high bounty. After all, he was blessed with immensely potent Haki, with which he took down many big-name enemies.
Sakazuki
Bounty: 5,000,000,000 Berries
Sakazuki is not a pirate, so his bounty doesn't come from the World Government. Instead, it was the Cross Guild that put a bounty on his head. As he is the Fleet Admiral, Sakazuki received a bounty of five crowns, with each one valued at 1 billion berries.
So, five crowns mean that Sakazuki is worth 5 billion berries, which is two more than Monkey D. Luffy.
