Over the years, Eiichiro Oda has introduced a plethora of powerful characters in One Piece, but as the Final Saga continues to unfold, it's become quite clear that the uncontested strongest of all is none other than Imu. In the Final Saga, it became rather obvious that Imu would be the strongest, but Oda put into perspective just how powerful they are in God Valley.

While no other character is on the level of Imu, there are those who can be called strong enough to arguably get close to Imu in power. It also includes the likes of Void Century legends like Joy Boy, or newer pirates, like Shanks.

Whitebeard

Whitebeard was once a Rocks Pirate, and then he became a Yonko with his own crew. Even though Whitebeard was a Yonko, he was far beyond the average Emperor in power, and a lot of that came down to his Devil Fruit, the Gura Gura no Mi.

His Devil Fruit is known to be the most powerful Paramecia, and in raw destructive power, even Imu can’t compare. Whitebeard could’ve brought on the destruction of the world. He isn't on Imu's level, but he can at least hold his own for a while.

Harald

Harald was the King of Elbaf, but he met his end 14 years ago. The circumstances around his death remain, for the most part, a mystery, but it seems highly likely that Imu was behind it.

Harald was powerful, so much so that he was portrayed to be Rocks’s equal, and known as Elbaf’s strongest King in history. In that regard, Harald was one of One Piece’s very best, and Imu must’ve gotten rid of him because of how dangerous he could have been.

Rocks D. Xebec

The Legendary Descendant of Davy D. Jones

First mentioned in Wano, Rocks D. Xevec was shown to be a legend among legends in One Piece. Xebec was at the helm of a pirate crew made up of multiple Yonko level, or Yonko potential members. That alone shows just how strong he was.

It was also revealed that Xebec had a legendary lineage that traced back to Davy D. Jones, the previous King of the World. When he was alive, Rocks was certainly the biggest threat to Imu. The blood of Davy is more dangerous than it seems to be.

Garp

The Hero of the Marines

The absolute best that the Marines have had to offer over the years is definitely Garp, who became known as the Hero of the Marines after the events of God Valley.

Garp is definitely out of his prime in the current One Piece story, and yet, he is still one of the very strongest around. Even in old age, he was able to almost singlehandedly take down a Yonko crew. Garp, during his prime, was on the level of the Pirate King. After all, he and Roger fought side by side as equals on God Valley against Rocks. He wasn't on Imu's level, but he certainly was closer to him than most.

Gol D. Roger

The Pirate King

Gol D. Roger has defied the World Government in major ways over the years. He conquered the Grand Line and became the first known Pirate King, found the One Piece, and discovered the whole truth about the world that Imu wanted to conceal. It goes without saying that Roger couldn’t have achieved all that if he weren’t absolutely powerful.

Roger was one of One Piece’s strongest pirates ever, and he could’ve stood up against Imu had he been born a bit later and acquired what was needed to beat the King of the World.

Shanks

Shanks is currently one of the Yonko of the One Piece world, but even among them, his power stands out. It’s undeniable now that Shanks is on a different level compared to the rest of Yonko. He was able to one-shot a 3 billion berry pirate, something even Kaido and Big Mom weren’t able to do.

His most impressive feat, however, is definitely being compared to Joy Boy. In Egghead, after seeing Joy Boy’s Haki, Dorry and Brogy weren’t sure who had the better Haki between Shanks and Joy Boy. Oda implies here that Shanks’ Haki could also make Imu fall to their knees in fear. Shanks's true strength hasn't been seen, but he's a monster of the current era.

The Previous King of the World

Imu themself is a huge mystery in One Piece, and a lot of information about them remains unknown, such as when and how they became King of the World. However, Oda has now shed some more light on that. Imu wasn’t always the King of the World, and instead, that title belonged to Davy D. Jones, the ancestor of Xebec and Blackbeard, according to Rocks himself.

To be the previous King of the World, Jones must’ve been extremely powerful, so much so that even 800 years later, Imu is still hunting his descendants out of fear of what they could become.

Joy Boy

The Second Nika

Joy Boy uses the powers of the Nika Fruit - One Piece

If there’s one character in One Piece who actually seems to have been stronger than Imu, it’s definitely Joy Boy, the Nika who lived in One Piece’s Second World in the Void Century. So far, Joy Boy is the only character who has been able to hurt and strike fear into Imu. Joy Boy’s 800-year-old Haki struck fear in One Piece’s sovereign and had them screaming in pain. This alone is a testament to Joy Boy’s power. Under unknown circumstances, even Joy Boy fell victim to Imu and died.

One Piece's next chapter will be out this week. As usual, One Piece is going to drop on Sunday. In Japan, One Piece drops at 12AM JST on Monday. However, the vast majority of international readers will see the chapter available on November 2. Fans can read the chapter for free on Manga Plus.
