Over the years, fans have seen many overpowered Marine Admirals in the world of One Piece, but while they're strong, none of them are at the top of the verse. There are plenty of powerful One Piece characters that can easily beat the Marine Admirals. Oda has already shown in the Elbaf flashback of One Piece that certain characters, like Rocks D. Xebec, can easily kill Admirals of the Navy and not even break a sweat.
Kaido
The World's Strongest Creature
When it comes to immense strength, Kaido is easily one of the characters that Oda has shown the most of in One Piece. His immense strength feats were quite clear in the Wano Country arc. Kaido possesses the power of the Uo Uo no Mi, Model: Seiryu, and on top of that, he has advanced Haki of all three types, making him an absolute powerhouse. Kaido wielded power great enough to destroy entire islands with ease. A Navy Admiral alone wouldn't even be able to seriously hurt Kaido. With advanced Conqueror's Haki and the raw power offered by his fruit, Kaido would make quick work of Navy Admirals.
Monkey D. Luffy

Luffy has only just become a Yonko, but fans know very well that he's easily one of the strongest characters in the story. Luffy has already fought and beaten an Admiral in Egghead, and while it wasn't easy, it must be remembered that Luffy was not going all out and didn't use his Conqueror's Haki from the get-go. At the same time, Luffy's strongest abilities, like Bajrang Gun, weren't utilized in the battle. After Elbaf, Luffy should be able to easily destroy the likes of the Admirals.
Silvers Rayleigh

In the Roger Pirates, Oda specifically highlighted three characters to be on a different level compared to the rest, and Silvers Rayleigh is one of them. Being comparable to his captain, Rayleigh is an absolute monster of Haki. He wields advanced Supreme King Haki, and extremely advanced Armament Haki as well. Rayleigh is immensely powerful and even in his old age without going all out, he was able to stop and even injure Kizaru. In his prime, he would easily beat Admirals.
Scopper Gaban

Just like Rayleigh, Scopper Gaban was also comparable to Gol D. Roger in power. Known to be Rayleigh’s equal and the potential second strongest in the Roger Pirates, Gaban is easily one of the most impressive characters in terms of power. With his incredibly advanced Observation and Conqueror's Haki, Gaban could easily one-shot a Holy Knight, and could've even beaten Gunko. Undoubtedly, he would be easily able to kill a Navy Admiral.
King Harald
The Strongest King Of Elbaf
Harald may be underestimated by the fans, but the truth is that he is an absolute monster strong enough to fight against Rocks D. Xebec on equal footing and Oda highlighted this on many occasions. His strength was absolutely immense, and since Xebec could kill Admirals, so could Harald.
Whitebeard

Whitebeard is one of the strongest in the world of One Piece, and much of that is down to his incredible Devil Fruit, Gura Gura no Mi. This fruit allows him to send vibrations through land, air, or sea, leading to quakes and tsunamis. He can destroy islands in an instant and even wreck the world. For him, beating an Admiral would be very easy.

He then proceeded to clash with Harald, and as he did it, he didn't even look injured. For him, beating an Admiral was a piece of cake.

Gol D. Roger was the biggest rival of Rocks back during the old era, and he possessed enough power to rival him. Roger was an absolute monster in power, and with Garp, he beat a Domi Reversi'd Rocks. He then proceeded to grow even stronger in the coming years. In his prime, Roger was just as strong as Rocks, if not stronger, and would easily kill an Admiral of the Navy.
Shanks
The Child Of Destiny
In the new generation, Shanks is one pirate who's clearly been shown to be a cut above the rest. Shanks was Roger's very own apprentice and even Roger and his crew believed him to be the next King after the captain. Shanks possesses immense Haki, comparable even to Joy Boy. His powers are overwhelming and for him, killing a Navy Admiral wouldn't be too hard at all.
