Mihawk wields Yoru, a legendary blade belonging to the 12 Supreme Grade Weapons of the series. What stands apart here is that Yoru has become a Black Blade, which is a phenomenon caused when a weapon is imbued with so much Armament Haki over the years that it is permanently stained black and becomes far stronger. Because of this alone, many believe Mihawk's Armament Haki is better.

Even against Domi Reversi'd Rocks, Roger masterfully coated his sword with Armament Haki, which many believe gave him incredible power in the fight.

As the greatest Marine of all time, it should come as no shock to anyone that Garp is a master of Haki. He has been chasing after rogue pirates his entire career and was active during the time of legends like Roger and Rocks, so it facilitated Garp's legendary resolve, status, and power.
Although, just like Roger, Garp relied more on his effectiveness with Conqueror's Haki and Conqueror's Coating, he was still a monster when it came to Armament Haki, as could be seen with how he managed to put down Don Chinjao later on in his career as well as his performance during the Marineford War.

Ryuma Likely Had The Greatest Armament Haki Of All Time
The God of the Blade
As the 'God of the Blade', Ryuma's legend has persisted for centuries. He was known as Wano's greatest swordsman who was able to defend its borders against the World Government and all other manner of threats for as long as he was alive, which easily puts him as one of the most legendary and powerful characters of all time.
His weapon of choice was the infamous sword Shusui; a Great Grade Blade that is also one of the only two known Black Blades in the setting so far. Because of this, it's unnaturally heavy, unruly, and destructive, so only the strongest and most skilled swordsmen can wield it. This, of course, happened due to Ryuma imbuing it with his Armament Haki for all this time, making him likely the strongest user of this power in all of One Piece.
