With that in mind, here are all the One Piece characters who can read Poneglyphs.
7 Nico Robin
Nico Robin is the first name that often pops up while discussing characters who can decipher Ponegylphs. She learned how to read the mysterious stones when she was just a kid. Robin was present in Ohara when the Buster Call commenced, but she was spared by Aokiji.
Robin ran from one place to another, eventually ending up with Crocodile. However, she wasn't truly safe until she joined the Straw Hats. During her travels with the crew, she found several Poneglyphs. Using her skills, Robin deciphered them and revealed some very big secrets.
6 Kozuki Sukiyaki
Kozuki Sukiyaki is the father of Kozuki Oden and grandfather to Momonosuke and Hiyori. He used to rule Wano before being captured by Kurozumi Orochi. Sukiyaki remained in captivity until he got an opportunity to escape after Oden's execution.
Sukiyaki took up another name, and he remained in hiding until Kaido was defeated. Sukiyaki is a talented swordsmith, and he has created some of the best blades in One Piece. He is also able to read and write the language used on the Poneglyphs. Sukiyaki made sure to pass on these skills to Oden, who helped Roger become the Pirate King. It will be interesting to see whether he teaches Momonosuke and Hiyori the language as well.
5 Charlotte Pudding
Charlotte Pudding is one of the many children of Big Mom. She was introduced in the Whole Cake Island arc as Sanji's bride-to-be. However, it wasn't until later that fans found out she was a part of the plan to assassinate the entire Vinsmoke Family.
However, Pudding changed her mind after Sanji called her beautiful after seeing her third eye. This caused Pudding to fall in love with Sanji, and she even helped him get away safely from Big Mom's territory. Big Mom planned to use Pudding's third eye to read the Poneglyphs and claim the One Piece. Currently, Pudding is in the possession of the Blackbeard Pirates, implying she might have awakened her power.
4 Kozuki Oden
Kozuki Oden was a legendary samurai who hailed from Wano. Oden had a strong desire to travel the seas and explore the world. He got the opportunity to do so when the Whitebeard Pirates crashed on the shares of Wano. Oden begged Whitebeard to take him aboard, but the latter refused. However, Oden did not give up and continued to plead, which changed Whitebeard's mind.
Oden sailed with the crew for a while before making the switch to the Roger Pirates. Oden's journey with Roger took him all around the world, where he read many Poneglyphs, enabling him to learn the true history of the world.
3 Joyboy
Joyboy is a mysterious figure who lived during the Void Century. He was likely an ally of the Great Kingdom, which also existed around the same time. Given the fact that the names of both Joyboy and the Great Kingdom have more or less been erased from history, it is plausible to assume that they were both hated by the World Government.
Joyboy wrote a letter of apology to Poseidon on a Poneglyph, which eventually ended up on Fish-Man Island. Due to this reason, it is safe to assume he could read and write the ancient language.
2 Imu
Imu is the true sovereign of the World Government and sits on the Empty Throne. The existence of Imu is one of the biggest secrets of the organization, and anyone who learns about it is executed. Nefertari Cobra was the latest victim of Imu's cruelty.
According to Ivankov, Imu is a descendant of the Nerona Family, one of the twenty founding families of the World Government. Ivankov also suggested that Imu might have undergone Immortality Surgery, which would also explain how Imu has managed to live for such a long time. Considering Imu has been alive for centuries, it wouldn't be surprising if they knew how to read the Poneglyphs.
1 Clover
Clover was the leader of the scholars of Ohara who secretly researched the Poneglyphs. They managed to uncover many secrets of the World Government, but before they could make use of the information, they were caught. This resulted in a Buster Call on Ohara, in which almost the entire population of the nation was wiped out.
Before the commencement of the Buster Call, Clover requested to talk to the Gorosei. Surprisingly, his request was granted, and he presented his theory. When the Gorosei realized that he had learned too much, they immediately gave the order to execute him.
