Haki is one of the most important powers in the world of One Piece, especially after the timeskip, following which the adventures of the Straw Hat Pirates continue in the second half of the Grand Line, known as the New World. Haki is a power that takes the spiritual energy of a user and allows them to utilize it in a plethora of ways, be it boosting their sensory perception to the next level, utilizing it as an armor for offensive or defensive purposes, or even overwhelming the enemy completely with spirit alone.
Haki can do it all; however, this power is not easy to master, and only a select few in the world of One Piece manage to gain access to it in the first place. Even among those, only a handful can actually go on to advance their Haki. In the Final Saga of One Piece, Oda has revealed quite a lot of skilled users who have managed to advance their Haki, and the best of them can essentially defeat just about anyone with their Haki alone.
Monkey D. Luffy
A New Emperor Of The Sea

The protagonist of the series, Monkey D. Luffy, is one of the best users of Haki that the fans have seen in One Piece. Luffy's growth with Haki certainly took its time, and he has now become a monster when it comes to utilizing this power. In fact, Luffy is one of the very few individuals who can use all three types of advanced Haki, those being:
- Observation
- Armament
- Conqueror's
Luffy can see the future with his Observation Haki, as well as deal internal damage without contact with his Armament Haki. Of course, as fans know, he can coat himself in the Color of the Supreme King and deal deadly damage to his enemies. However, Luffy's mastery of Haki isn't at its peak yet. Luffy still has to figure out a lot of things about Haki, as was implied in the Elbaf arc, where Scopper Gaban schooled him in this art.
Silvers Rayleigh
The Dark King

The Right Arm of the Pirate King, Rayleigh, is known to be quite a skilled user of Haki as well. As is expected of someone without a Devil Fruit, Rayleigh can make use of all three types of Haki, and his proficiency in the Color of Arms and the Color of the Supreme King is very high. Rayleigh is one of the few individuals who can actually utilize their Armament Haki to deal internal damage to the enemies.
At the same time, fans also know that Rayleigh can utilize the powerful Color of the Supreme King at a level where he can even intimidate the likes of Blackbeard in his old age. It goes without saying that Rayleigh is terrifyingly powerful and a skilled master of Haki who even managed to teach this skill to Luffy.
Scopper Gaban
The Mountain Eater

Scopper Gaban was the left arm of the Pirate King and one of the most powerful pirates in the world of One Piece at one time. Renowned as the Mountain Eater, Gaban also relied purely on Haki in combat, and it is said that he is an elite pirate on the same level as Roger and Rayleigh themselves. Gaban is a user of all three types of Haki, and in his case, he seems to be an exceptional master of Observation and the Color of the Supreme King.
In fact, Gaban's mastery over both these arts goes beyond that of Luffy, despite him being incredibly old at this point in the story. Gaban is also a very skilled user of Armament Haki, but it is his Color of Supreme King that makes him deadly in battle.
Rocks D. Xebec
The Survivor Of the Davy Clan

Rocks D. Xebec was known to be one of the most legendary individuals in the world of One Piece, and recently, Oda finally showcased his powers to the fans in the Elbaf arc flashback. Rocks was an absolute monster with tremendous strength up his sleeve, and just like Roger, he utilized Haki in battle.
Rocks was a user of all three types, but it seems that his specialty was in the Color of the Supreme King. It goes without saying that he could coat his body and his weapon with Supreme King Haki, but that was not enough for him.
In order to reach the next level of power, Rocks was able to utilize his Haki in such a way that he could actually produce powerful shockwaves through his sword, strong enough to knock out his enemies in a single blow. This made Rocks's sword attacks especially renowned, and it went to show how skilled a user of Haki he truly was. In fact, with his incredible ability, he was able to kill an Admiral of the Marines with extremely low difficulty.
Monkey D. Garp
The Hero of the Marines

The Hero of the Navy, Garp is known to be an absolute monster when it comes to utilizing Haki. His skill lies in the Color of Arms as well as the Color of the Supreme King. In the Egghead arc, Garp showcased his incredible Color of the Supreme King mastery, but it wasn't until the God Valley flashback, which Oda finally revealed in the Elbaf arc, that fans got to see how skilled he truly was.
During his fight against Rocks, Garp showcased incredible mastery over the Color of the Supreme King to a level where he was actually able to penetrate his Haki defenses. This flashback went to show that, in his prime, Garp was an extremely advanced master of Haki. At the same time, even in his old age, his overall Haki is superior to that of Luffy.
Gol D. Roger
The Pirate King

The Pirate King, Gold D. Roger relied on Haki as his primary weapon in battle, and Oda has highlighted that time and again in the story. Roger was a user of all three types of Haki, but his specialty lay in the Color of the Supreme King. In the battle against Rocks, Roger was also able to penetrate his Haki, which was already boosted by Imu's powers at the time.
On top of that, Roger also had access to the Voice of All Things, and this is an extremely advanced form of Observation Haki that only a select few individuals seem to have access to. Overall, Roger even went on to surpass the level of Rocks D. Xebec in his prime, and that goes to show how strong an individual he truly was.
Imu
The Sovereign of the World

The Sovereign of the world, Imu is quite a skilled user of Haki, and fans already know that. In the God Valley flashback, fans got a glimpse of Imu's true powers, and it was shocking to see them tank attacks from five Haki masters and come out of it without even a single scratch.
Imu's overall Haki mastery is very high, and this goes without saying. However, fans are yet to see their specializations, if any. Their Conqueror's Haki was shown in God Valley as well as in Elbaf, and it goes without saying that it is one of the strongest that fans have seen in One Piece.
Shanks
Roger's Apprentice

One of the Four Emperors of the Sea, Shanks is an absolute monster when it comes to utilizing Haki. In fact, in the current era, Shanks might just be the strongest user of Haki that fans have seen. Just like his mentor, Roger, Shanks utilizes Haki in battle, and he specializes in the Color of the Supreme King. However, he can also use the advanced forms of the other two Haki types.
Shanks's mastery of the Color of the Supreme King is greater than that of any other character in One Piece, and he can even kill the Observation Haki of his enemies with Supreme King Haki, on top of doing everything else that this form of Haki does. It goes without saying that Shanks is an absolute master of Haki, and no other character has advanced this skill as far as he has.
Joy Boy
The Former Nika

When it comes to pure potency in Haki, no one in One Piece can rival Joy Boy. Oda gave a glimpse of Joy Boy's Haki in the Egghead arc, and in its strongest form, it was great enough to completely nullify Imu's powers as well as deal damage to them.
Joy Boy's Haki is special and quite easily the strongest seen in One Piece, with Shanks being the only one close to that level. For now, much about his Haki and his specialization remains unknown, but Oda will surely shed more light on that as One Piece continues.
