Fans had long expected Scopper to be at Elbaf, and just like his former crewmates Roger and Rayleigh, he ended up being a beast in combat. As shown in this arc, Scopper has an incredible level of mastery over all forms of Haki and can even use Advanced Conqueror's Haki, which allowed him to take on Luffy and Zoro at the same time, albeit for a little while. Moreover, he was the only one who was able to substantially damage a Knight of God with his powerful Haki, which he told Luffy about as well.

Xebec was arguably the most anticipated character in the entire series, as he was defined as the one to rule the seas before Roger. The Elbaf flashback proved this immediately, as his introduction revealed how he managed to kill a Navy Admiral as a rookie, as well as how he managed to assemble the most powerful pirate crew in history. He was always going to be on the tier of the Pirate King, but his eventual transformation into a demonic form through Domi Reversi made him far stronger than even Roger, Garp, or Harald, requiring the former two to work together to finally put him down.
