Fans had long expected Scopper to be at Elbaf, and just like his former crewmates Roger and Rayleigh, he ended up being a beast in combat. As shown in this arc, Scopper has an incredible level of mastery over all forms of Haki and can even use Advanced Conqueror's Haki, which allowed him to take on Luffy and Zoro at the same time, albeit for a little while. Moreover, he was the only one who was able to substantially damage a Knight of God with his powerful Haki, which he told Luffy about as well.

Admittedly, there is next to nothing to gauge Shamrock's power off of. However, contextually, it is implied that his strength and Haki are equal to his younger brother's, which would make him one of the series' most fearsome figures if proven true. What is known is the fact that Shamrock has a sword with the power of the Inu Inu no Mi, Model: Cerberus, making it one of the most deadly armaments in all of One Piece. Many fans place him above Scopper due to him being far younger and belonging to the legendary Figarland family.

At the end of the fight, these two put everything they had into one huge attack that finally defeated Rocks and turned him back into a human.

When he was first introduced, Harald was called the greatest monarch that Elbaf ever had, and also a mighty warrior who dedicated his entire life to the pursuit of peace. When the flashback arc continued, it was shown just how monstrous his strength truly was, as he was portrayed as an equal to Rocks D. Xebec multiple times, sporting incredibly potent Advanced Conqueror's Haki. Though his combat showings were brief, he easily placed himself as an equal to Rocks.

He was always going to be on the tier of the Pirate King, but his eventual transformation into a demonic form through Domi Reversi made him far stronger than even Roger, Garp, or Harald, requiring the former two to work together to finally put him down.
