Once Human's world is full of weird anomalies. Some are hostile, while others aren't as aggressive. The so-called Hale's Moving House falls under the latter category, and it's mostly there to give players something fun to discover while still giving out useful rewards.
Hale's Moving House (officially referred to as the Migrant in-game) is much like the walking bus you sometimes see on the road. Finding and completing its challenge rewards you with loot. Incidentally, it's a great way to get Acid in Once Human, so if you're in need of this resource, you best get to hunting this house.

Progressing from map zone to map zone in the correct order, is the best way to gain access to needed resources in Once Human.
Where To Find Hale's Moving House In Once Human
The most reliable way to find the house the first time around is to do a sidequest in Tall Grass Inn called Strange Empty House. This quest is given by Jeremiah, an NPC by the riverbank near the inn. If the quest doesn't appear for you, do the main quests in the region first. Finish the Requiem quest from Claire too, if the Strange Empty House still isn't available after completing Mary's tasks.
After accepting the quest from Jeremiah, you'll be able to see all the possible spawn points of the moving house on your map marked in blue. There are four locations as of writing, so stock up on some fuel for your vehicle before heading out because there's going to be a lot of driving involved.
Finding Hale's Moving House Consciousness Fragments In Once Human
Once you do find the house, simply go through the front door. You'll see a trio of arms sprouting up from the first floor — shoot it, and the house will wake up. After the short cutscene, jump out of the house, and start shooting the arms with the glowing fireflies on its belly. Doing this will cause the house to fall. You can jump back on top of it by using the updrafts that spawn nearby.
Back inside the house, the three arms on the first floor will come back to life. Shoot them again, and three fireflies will scatter across the house. Scan the area by pressing Q, and look for the firefly signatures. Shoot all three of them, and a chest will spawn on the trio of arms. From the chest, you'll get some Stardust Source, Controllers, 210 units of
Acid, and the
Disco Ball Deviant.
Keep in mind that this is a weekly chest. It's unclear when the exact reset date is, but it's safe to assume that it will reset whenever the game enters a new weekly stage.
