In fact, players are only required to engage with The Elder Scrolls 4: Oblivion Remastered's main quest during the tutorial section in the sewer. Once they make it to the open world, they can do whatever they want. It seems most would just rather do other things in Oblivion than see the main storyline through to its conclusion.
