The Kage are known to be the strongest ninjas in the world of Naruto. Each major village that fans have seen over the years has had its own leader in the form of a Kage. Usually, the Kage are strong enough to defend their village from any invading threat, and in that sense, they're all very strong. However, fans have seen that Konoha has consistently had the strongest Kage of all. In fact, it has gotten to a point where the vast majority of the strongest Kage in the entire series actually stem from Konoha.

The strongest Kage in Naruto has been revealed, and his level trumps everyone else's.
That certainly doesn't mean the Kage from other villages are not interesting enough. Taking out the Konoha Kage, there are countless other monsters that are often underrated by the fans and deserve praise for what they have achieved throughout their careers as leaders of their villages. While some of them are monsters that can defeat the average S-rank ninja with ease, some others are even stronger than Tailed Beasts.
Third Kazekage

The Third Kazekage was known to be one of the strongest ninjas in the history of Sunagakure. In fact, at one point it was stated that he was their strongest ever. It is known that he led the village during the time of the Third Great Ninja War, but eventually, he was taken out by Sasori.
Overall, he had the ability to manipulate Magnet Release, which is a very powerful Kekkei Genkai. With its powers, he was strong enough to manipulate Iron Sand, and this is an ability strongly coveted by many. The Third Kazekage was eventually taken out by Sasori, and for that reason, he is not ranked higher.
Mei Terumi

Known to be the Fifth Mizukage of Kirigakure, Mei Terumi is a very powerful ninja with not one but two Kekkei Genkai up her sleeve. She has access to the power of Lava Release, as seen during the Five Kage Summit and the War. On top of that, she also has access to Boil Release. With these two Kekkei Genkai, she even posed a threat to Madara Uchiha to a certain degree.
Mei is incredibly skilled in Water Release as well, and overall, she is quite easily one of the most dangerous ninjas to ever live and certainly one of the most underrated ones as well.
Fourth Raikage

The Fourth Raikage is a monster in his own right, and a case could have been made for him as the strongest Kage during the Fourth Great Ninja War. Known to be a monster comparable to B in terms of power, the Fourth Raikage was heavily reliant on Lightning Release. In fact, it can be stated that he was the best user of Lightning Release prior to Sasuke's Six Paths awakening in the series.
His lightning release armor made him almost indestructible in combat, and his speed rivaled even that of Minato Namikaze. The Fourth Raikage could even fight a Tailed Beast in combat, and that certainly goes to say a lot about him.
Gaara

Gaara is a character most fans are very familiar with. During the timeskip of the Naruto series, Gaara ended up becoming the Fifth Kazekage of Sunagakure. After that, Gaara immediately rose in terms of strength and he was so powerful after the time skip that he could essentially take on the likes of Deidara and Sasori in battle.

Gaara's strength, as well as his intelligence, only grew, and by the time of the war, he was a fearsome commander. His skills with sand manipulation were absolutely top-tier, and on top of that, it seems that his chakra reserves did not really diminish after Shukaku was extracted from him.
Onoki

Known to be one of the most dangerous Kage to ever exist, Onoki was the Third Tsuchkage of Iwagakure and a monster in his own right. He was skilled with a Kekkei Tota known as Dust Release. With this power, he could essentially dismantle anything at a molecular level and basically one-shot all of his enemies. Onoki was incredibly powerful and, on top of that, he was also very wise.
All these things combined made him a force to be reckoned with. Even Madara considered him to be the main threat in the Fourth Great Ninja War, and that is the highest accolade that anyone can receive.
Third Raikage

The third Raikage was every bit a monster as the fourth, only even more terrifying. He also wielded the powerful Lightning Release Armor, but in his case, it was even stronger. It is said that his armor was never penetrated in his entire life as a shinobi, and he only received one injury, which he actually inflicted on himself.
In the Third Great Ninja War, he fought 10,000 ninjas for days before exhaustion and eventually died from it. He could even fight and seal a Tailsd Beast on his own, and that is a tremendous feat for anyone to accomplish.
Mu/Second Mizukage

- Succeeded By: Onoki And Third Mizukage
When it comes to the strongest Kage that are not from Konoha, Mu and the Second Mizukage always rank on top. Mu was the mentor of Onoki, and someone even stronger than him. Just like Onoki, he also had the power of Dust Release at his disposal, but in his case, he was even more skilled with it. On top of that, Mu could easily split himself or erase his chakra signature completely as well as turn invisible. All these things made him utterly unstoppable in combat. He eventually died in a fight against the Second Mizukage, where they both ended up taking out the other one. That makes these two individuals equals.
As far as the second Mizukage goes, fans know that he was extremely skilled with Genjutsu as well as Water Release. A glimpse of his Genjutsu was given to the fans during the war, but unfortunately, he did not receive as much attention as he should have. Still, it is easy to see that he was a true equal to Mu, and that these two were, together, the strongest of the Kage when not taking into consideration the Hokage that have existed over the years. Still, the vast majority of the Hokage actually go on to surpass even these two, and that just shows the disparity when it comes to ranking these legendary village leaders in the world of Naruto.
