On that note, it’s not just Hashirama, Tobirama, or even Minato who deserve recognition, as the strongest Kages outside Konoha possess abilities and accomplishments that are just as awe-inspiring. From Onoki to Lord Mu, here are the 10 strongest Kage in Naruto who are not from Konoha.
Mei Terumi
Kiri’s Formidable Fifth Mizukage
When it comes to powerful Kages, Mei Terumi isn’t exactly the first Naruto character who comes to mind. She is often labeled weak, as she has never received any major solo fight to better measure the full extent of her powers. Even so, Mei is one of the strongest kunoichi in Naruto, and her expertise in Lava Release and Boil Release, on top of other high-level elemental ninjutsu, gives her impressive versatility.
At such a young age, Mei also survived the brutal graduation tradition of Kirigakure, setting the stage for a career marked by resolve to reform the village. She also participated in the fight against Madara, who was impressed with her offensive abilities when combined with the other kages. Overall, Mei Terumi remains a powerful and capable Kage, despite often being the target of jokes in the series.
Rasa
Suna's Stoic Fourth Kazekage
Rasa is probably one of the worst fathers in the history of Naruto, considering his poor relationship with Gaara since birth. Many fans also consider him the weakest Kazekage, having fallen to Orochimaru, who betrayed him and exploited the vulnerabilities of the Sand Village.
Still, Rasa deserves recognition for his strength, which enabled him to hold his own against the Shukaku countless times. His Gold Dust is highly effective against the Shukaku, and most probably, against other shinobi as well. He excels in Water Release and has been recognized for his ability to wield Yin Release as well.
Third Kazekage
The Master of Iron Sand Techniques
Though the Third Kazekage’s name is lost to history, he is still celebrated as the strongest Kazekage long after his untimely death. His disappearance nearly ruined the Sand Village, leaving it vulnerable to attacks and plunging its people into uncertainty. Unfortunately, as fans know, he died at the hands of Sasori, which isn’t a great way to go out, but that required no small effort, considering the Third Kazekage’s abilities.
The Third Kazekage knows Magnet Release, and it goes without saying that his ability to use Iron Sand made all his moves deadly. Beyond that, the Third Kazekage was also a genius, possessing enough intellect to study Shukaku and replicate its abilities. Anime fans also remember the time he refused Orochimaru’s manipulation, defeating the imperfect Edo Tensei with nothing but his sheer willpower.
Yagura
The Ruthless Fourth Mizukage
Yagura rose to fame in Naruto not only because of his brutal reign as Mizukage but also for being a perfect jinchuriki. He can use the powers of the bijuu, achieve full transformation, and even attack with tailed beast bombs capable of massive destruction. Beyond this, his mastery of Water Release lets him generate reflections that mirror his opponent’s techniques, turning their own attacks against them.
But even before Yagura became the jinchūriki of the Three-Tails, he was already an exceptionally skilled shinobi, feared and respected throughout the Hidden Mist Village. Similar to Mei, he also experienced the same bloody graduation tradition, killing his fellow students in the process.
Gengetsu Hozuki
The Elusive Second Mizukage
Gengetsu may look like a weak shinobi on the outside, but defeating him in a solo match demands exceptional skill. After all, he is one of the best non-ocular genjutsu users in Naruto, and his Hōzuki Clan abilities, combined with his genjutsu mastery, make him a nearly unstoppable force in one-on-one fights. Not to mention, he can use all chakra natures except wind release, along with the Yin and Yang release.
Many fans also love watching Gengetsu fights, as the former Mizukage has a very interesting personality. Funny enough, during the war, he generously shared tips on how to defeat himself, yet all one hundred jonin who faced him still failed in battle. Even funnier, he was so forgetful that he didn’t remember the fight with Mu, the very battle that ended his life.
Gaara
From Lonely Outcast to Fifth Kazekage
Even in Boruto, Gaara remains an absolute force of nature, capable of standing against the likes of Momoshiki and Kinshiki Otsutsuki. But even before he fought these cosmic-level threats, Gaara was already a formidable Kazekage, known for his iconic sand attacks, which allowed him to protect his village, immobilize opponents instantly, and launch devastating long-range assaults.
At this point, Gaara is only going to grow stronger, but that depends on the future conflicts and responsibilities he must shoulder as the current Kazekage in Boruto.
Ay (Third Raikage)
The Iron-Clad Protector of Kumogakure
Naruto fans should not sleep on the Third Raikage, as the man himself is a walking tank with huge stamina and chakra reserves. His moniker, The Strongest Shield, isn’t an exaggeration, as his body is nearly indestructible with lightning armor. His speed is also shocking for someone of his size, allowing him to blitz opponents before they can even react.
Moreover, the Third Raikage boasts impressive feats, from taking on ten thousand shinobi to single-handedly defending the village against the Eight Tails for quite a very long time. His power is undeniably on par with the Tailed Beasts, a fact proven by his ability to withstand attacks that would obliterate most other shinobi.
Ay (Fourth Raikage)
The Lightning-Fast Leader of Kumogakure
This list would not be complete without the Fourth Raikage, the one and only supreme leader of the Shinobi alliance during the war arc. Like his father, he is extremely powerful, strong enough to overwhelm Sasuke during the Five Kage Summit, and fast enough to clash head-on with Minato Namikaze countless times. Fans even say that he is just as fast as Minato, making him one of the few shinobi capable of matching Minato Namikaze’s legendary reflexes.
Additionally, the Fourth Raikage’s chakra output is comparable to that of the Tailed Beasts, probably close enough to the Hachibi. And speaking of the Hachibi, the Fourth Raikage even broke its horn, on top of resisting and enduring its tailed beast bombs.
Mu
The Invisible Second Tsuchikage
Mu is one of those kages in Naruto with overpowered abilities, which earned him a strong reputation among the fans. Mu can harness all five chakra natures and, on top of that, employs the kekkei tōta Dust Release, a technique that can erase opponents at the molecular level.
Ordinary shinobi don’t stand a chance against Mu, as the former Tsuchikage can also turn himself invisible, allowing him to sneak up on opponents and kill them with ease. In addition, it’s nearly impossible to sense him through normal means as someone who has no chakra signature.
Onoki
The Veteran Third Tsuchikage
For many Naruto fans, Onoki is the greatest Kage outside of Konoha. He didn’t serve as Tsuchikage for generations by chance, and his small stature and red nose are far from indicators of his true power.
Similar to Mu, Onoki has overpowered abilities, including Dust Release and Lava Release, which place him among the most feared Kage. Even Madara acknowledges Onoki’s immense power, treating him as the most difficult opponent to deal with among fellow Kages.
