10 Madara Uchiha
- Strongest Power: 10 Tails Jinchuriki
At his very peak, Madara Uchiha certainly ranks among the strongest in the Narutoverse. Madara was an absolute force to be reckoned with, and when he awakened the Rinnegan and then went on to become the Jinchuriki of the Ten-Tails, Madara was almost unstoppable. To top it all off, Madara even absorbed the power of the God Tree, and this made him almost immortal.
Had it not been for Black Zetsu, Madara would have continued on the path of utter destruction and possibly even taken down the Shinobi Alliance by himself. In his strongest form, Madara was almost unstoppable and even superior to some low-level Otsutsuki, such as the likes of Kinshiki, among others.
9 Sasuke Uchiha

Sasuke Uchiha has always been among the strongest characters in the world of Naruto, and that remains true when taking into consideration his peak. At the peak of his powers, Sasuke Uchiha had access to an incredibly overpowered Rinnegan that allowed him to control the power of Gods itself. 8 Kawaki

Among the next generation of ninjas, Kawaki certainly ranks among the strongest, and this is thanks to the Karma of Isshiki Otsutsuki. Kawaki wields immense power, and given that his body is a scientific marvel. He is also physically superior to most.
What makes him truly special is the power of Isshiki, which grants him the ability to use the Kokugan and two incredibly powerful abilities of Sukunahikona and Daikokuten. It must be remembered that these powers are tremendously dangerous, especially as they grant him access to a pocket dimension as well as the ability to shrink and resize anything that is inorganic. However, Kawaki doesn't have perfect control over this power yet, which means he isn't as strong as Ishiki.
7 Boruto Uzumaki

Boruto Uzumaki also ranks among the strongest ninjas in the world at this point in time. By the year of 2026, Boruto has gained complete access to the Karma of Momoshiki Otsutsuki, which means that he can bring out all his abilities. On top of that, Boruto is strong enough to deal with Otsutsuki without even the Karma.
Boruto has learned the Uchiha way of fighting under Sasuke and improved his capabilities even further under Kashin Koji. His strongest Jutsu, such as Uzuhiko, are powerful enough to take down most enemies in a single blow. Right now, it goes without saying that he's among the strongest in the entire world.

5 Kaguya Otsutsuki

Kaguya Otsutsuki is the mother of all chakra on Earth and certainly one of the strongest characters in the Narutoverse. Kaguya came to planet Earth with Isshiki, but stabbed him in the back and injured him severely. She then went on to eat the chakra fruit of Earth and gained immense powers.
Kaguya had the power of the Rinne-Sharingan, and its overall capabilities were such that hardly anyone could match her in battle. Her Byakugan was classified as a Kekkei Mora, and it was incredibly special compared to all others in the series. Kaguya had chakra so tremendous that even the Ten Tails paled in comparison. In fact, when comparing her powers to those of Madara Uchiha, even Naruto Uzumaki was completely overwhelmed. Without the power of the Six Paths, no one could truly have taken down Kaguya Otsutsuki, and even then, it required a lot of luck. Kaguya was certainly one of the strongest Otsutsukis in the series.
4 Isshiki Otsutsuki

When it comes to the strongest Otsutsukis that the fans have seen in the story, Isshiki certainly comes to mind. At his very peak, Isshiki Otsutsuki was far superior to the combined power of both Naruto and Sasuke. He could overwhelm just about any threat in front of him, and even Six Paths powers were useless against him.
Ishiki commanded powerful jutsu, thanks to his Kokugan, and could use Sukunahikona and Daikokuten to the very maximum level. However, once Naruto tapped into the power of Baryon Mode, Isshiki was easily overwhelmed, and it goes without saying that he was inferior to the Seventh Hokage.
3 Hagoromo Otsutsuki
- Strongest Power: Creation Of All Things
The Sage of Six Paths, Hagoromo Otsutsuki, is certainly one of the strongest characters in the entire series and, in reality, quite underestimated. Hagoromo was born with incredibly strong chakra and the Rinnegan. Most fans mistake his peak power level to be inferior to that of Kaguya Otsutsuki. But, when Hagoromo fought Kaguya, he was not at the peak of his powers. He had to combine his strength with that of his brother Hamura to take her down.

Once Kaguya was taken down, Hagoromo actually went on to become the Jinchuriki of the Ten Tails. This made him even stronger and pushed him beyond the level of Kaguya. Hagoromo's overall powers were such that he could master and utilize any and all jutsu. In fact, he even had the power of Creation of All Things, which meant that he could actually create physical form and breathe life into it. In front of Hagoromo's power, nobody really stood a chance. His chakra was so strong that it managed to bypass death itself and traveled millennia to reach Naruto Uzumaki. Hagoromo is easily one of the strongest characters in the world, if not the strongest.

2 Naruto Uzumaki
- Strongest Power: Baryon Mode
The Seventh Hokage, Naruto Uzumaki, is second only to one character in the entire series, and much of that is down to his collaboration with Kurama. After receiving Six Paths powers from Hagoromo Otsutsuki, Naruto's overall capabilities were taken to a sky-high level. By the time he became the Seventh Hokage, Naruto was strong enough to fight the Otsutsuki on even footing. But, it was only after he tapped into the power of Beryon mode that Naruto reached his peak.
At his peak, Naruto was easily able to overwhelm even Isshiki Otsutsuki in battle, meaning he was stronger than him overall. Just by utilizing Taijutsu, Naruto could essentially kill just about anyone standing in his path. What's more, his overall capabilities and chakra pool were absolutely immense as well. Unfortunately, Beryon mode was Naruto's final strong form, as Kurama ended up dying due to the utilization of this power.
1 Shibai Otsutsuki
- Strongest Power: Omnipotence
The strongest character in the entire Naruto verse is Shibai Otsutsuki at this point. Unfortunately, very little is known about him other than the fact that he consumed so many chakra fruits that he ended up leaving his mortal body behind and ascended to godhood.
Shibai was one of the strongest users of Shinjutsu to ever exist. His abilities include the power of automatic deflection, which deflects any and all attacks without him even doing anything about it. He also held the power of utilizing jutsu without any seals. On top of that, just his roar caused natural calamities, and he could easily go on to destroy planets. He left his mortal body behind, which means that he will likely not show up in the Boruto series again. In terms of the strongest in the series, Shibai certainly ranks at the very top.
