Not only do they have to guide their comrades, but they also have to protect them from any kind of harm. In Naruto, there are plenty of villages that appoint Kage to help them tackle such issues. In Hidden Leaf's case, they choose a Hokage to lead them.

Since the village was established, there have been a total of eight Hokage, who have put their lives on the line to protect their fellow villagers. The most recent recipient of this honor was Shikamaru Naru. He was chosen following Naruto's sealing. In the short time that Shikamaru has been the Hokage, one thing has become clear—he is by far the worst person to hold the title.

All the previous people who served as the Hokage were blessed with incredible physical strength and other extraordinary abilities with which they were able to beat their enemies and protect the village from harm. However, Shikamaru is far too weak to fight for the village. In fact, there are several examples of the Hokage doing something heroic with their powers. For starters, Hashirama used his Wood Release to crush Madara Uchiha in battle. The Uchiha was intent on causing harm to the peace that had been painstakingly built over the dead bodies of thousands of people. Naturally, Hashirama couldn't let such a thing pass, so he took matters into his own hands to stop Madara. Aside from Hashirama, there have been other Hokage, like Minato, Tsunade, Hiruzen, and Naruto, who have actively defended the village from major threats.
Unfortunately, Shikamaru doesn't have the required strength to beat present-day threats in Boruto. The Otsutsuki are far too strong for him to use his Shadow Release. In a serious fight, Shikamaru doesn't have a prayer to win against such enemies. Instead of offering Shikamaru the opportunity to become the Hokage, the elders should have picked Sakura Haruno. At least, she has a history of fighting Otsutsuki and has many feats to her name.
Another reason why Shikamaru is ill-suited to being the Hokage is that he does not embody the Will of Fire. As fans know, the Will of Fire has been integral to the creation of the Hidden Leaf. Hashirama adopted it, and since then, it has been passed down. Shikamaru has shown that he will go out of his way and take revenge. He doesn't fully believe in creating peace via love, but rather through carefully made decisions.
Shikamaru Is Suited To Be An Advisor
Shikamaru is perfectly suited to serve as an advisor to the Hokage because he is a prude. He doesn't make decisions on impulse, so he wouldn't do anything like putting his life on the line to stop an enemy. Nor would he put himself in a precarious situation that might cost him his life. In contrast, many Hokage, like Tobirama, Minato, and even Hiruzen, have given up their lives for the next generation. So instead of becoming the Hokage, Shikamaru should have stayed as the advisor.
Ikemoto Needs To Stop Making Bad Decisions
There is no denying that Shikamaru Nara is the worst Hokage in history, but it's not really his fault, but rather that of Ikemoto, the author of Boruto. Initially, Ikemoto showed a lot of promise, and even fans were starting to like the angle. However, it didn't take long for things to go awry.

Ikemoto began mistreating legends of the past like Naruto Uzumaki, Sasuke Uchiha, and Konohamaru Sarutobi just for the sake of the newer generation. While it is understandable that the focus should be on the new characters, there is no denying that there are better ways to do so.

For starters, Ikemoto didn't have to get rid of the Nine-Tails. Kurama had been with Naruto for as long as he had been alive. There was absolutely no reason for Naruto to lose one of his closest allies. To add to the humiliation, Ikemoto made sure that Naruto was sealed away, eliminating him from the story. A ton of chapters have been released, and yet there have been no signs of Naruto returning to the fray.
Ikemoto hasn't been kind to Sasuke either. He used Momoshiki to get rid of Sasuke's Rinnegan, which was his greatest power. While Sasuke still has the Eternal Mangekyou Sharingan, the Rinnegan puts him on a level above most. The mistreatment of Naruto and Sasuke has made many fans drop the manga as well as the anime, causing a decrease in sales. Fortunately for the franchise, the damage can still be fixed if Ikemoto starts treating Naruto and Sasuke better and brings them into the fray. If he does that, fans won't hesitate to start reading again.
