Here, the 10 Tails, apparently, exists without any fusion taking place.

In the Boruto series, it is clarified that the Otsutsuki are actually alien parasites that go from planet to planet in an attempt to reach godhood. This appears to be their ultimate goal and they have, over the years, destroyed countless planets by consuming all life.
By planting God Trees using 10 Tails seedlings, they force the planet to bear a chakra fruit which they then consume. Eating enough of them leads them to a new level of power and godhood.
