When brainpower is factored in, the likes of Shikamaru Nara and Naruto's mentor Kakashi Hatake rise to the top. In other fights, raw martial arts count for the most, where Might Guy and Rock Lee excel. Then there's the matter of chakra, the energy system that practically all ninjas use.

Most ninjas in Naruto are implied to have an average amount of chakra, making them balanced in each fight as they ration their energy reserves. Other characters go far beyond that, throwing their weight around as living tanks of boundless chakra. One clear sign that someone in Naruto has vast reserves of chakra is when they fight not just one, but many foes at once. It's already impressive when someone like Zabuza takes on Team 7 all alone, but it's another thing entirely for a villain like Nagato to take on the entire Hidden Leaf Village. That's what he did in the famed Pain Arc, and he was actually winning until Naruto himself showed up to save the day.

With his bottomless chakra to fuel his Rinnegan and the Six Paths of Pain, Nagato waged a one-man war against his former mentor's home. Granted, this strained Nagato a great deal and he needed Konan's support, but what he pulled off was still astonishing. It takes unbelievable chakra to use a jutsu to wipe out the entire village, and even after that, Nagato still had enough chakra to duel Naruto and almost win.

It's a given that all jinchuriki have superhuman chakra thanks to the tailed beasts inside them, though only a few named jinchuriki truly stand out this way. One of them is Gaara, a villain turned hero in Naruto who showed the true potential of these half-other warriors in Operation Konoha Crush. Even by those standards, Hashirama Senju is a real standout with his enormous stores of chakra. Thanks to his age and Gyuki's personality, Killer B had an easy time using the eight-tailed ox's chakra as of Naruto Shippuden, and it allowed him to fight evenly alongside his Raikage brother, A.

More important than Killer B's huge combat prowess was the simple fact that he understood Naruto's nature as a jinchuriki even better than Kakashi or Jiraiya did. Killer B had been making use of Gyuki's power since before Naruto was ever born, so he made sure to coach Naruto in the ways of taming a tailed beast. This paid off handsomely in time for Naruto to face his strongest foes yet in Shippuden.

He may not have been a jinchuriki or a superhuman shark-man, but Madara did know how to combine that vast chakra with some of the scariest jutsu around. Madara could also use his raw physical strength and chakra to fight an entire ninja coalition army all by himself, a feat no other Uchiha could have pulled off. To up the ante even more, Madara threw around Hashirama's Wood Release jutsu while fighting his strongest foes, and then he upped the stakes yet again. Madara's chakra became truly incredible when he became the jinchuriki of Ten-Tails, allowing the power scaling to reach its endgame.

The members of the Akatsuki gang made use of unusual jutsu and traits to fight, ranging from Sasori's puppet body to Konan's paper jutsu and even Hidan's immortality. Another memorable asset of the Akatsuki's was also the simplest: Kisame Hoshigaki's superhuman strength. In contrast to his partner Itachi Uchiha's tricky jutsu and genjutsu, Kisame was all about power and direct attacks. To that end, he commanded an entire ocean of chakra inside himself, and he could gain even more with Samehada's hungry mouth.

It's little wonder Kisame was dubbed the tail-less biju, seeing how he could fight any foe with the same monstrous endurance that most jinchuriki can. Kisame demonstrated this when battling his nemesis Might Guy in Naruto Shippuden, using endless chakra to pressure Might Guy while healing himself. Kisame could even mend life-ending injuries in seconds with Samehada's aid before releasing his shark-man form to continue the fight long past the point anyone else would have collapsed.

One of the biggest wielders of chakra in all of Naruto is the protagonist himself, Naruto Uzumaki. Kurama went from something to fear to a partner to use, and that's how Naruto found the chakra to summon Gamabunta, fight Pain, and achieve other major feats. By the endgame of Naruto Shippuden, the power scaling was such that Kurama's chakra was only enough to keep Naruto in the fight, not necessarily ensure his victory.
