In the world of Naruto, having incredible skill at Genjutsu is very rare, but the Uchiha clan of Konoha specializes in this art, along with much else. The Uchiha have always had powerful Genjutsu, thanks to their overpowered Kekkei Genkai, known as the Sharingan.

Sasuke and Naruto still have a role to play in Boruto. They have a huge battle to take on once they return.
However, even among them, some are considered to be far better than others, and Itachi Uchiha is specifically considered to be one of the very elite. Few have had Genjutsu prowess anywhere close to Itachi Uchiha in the Naruto series, but that doesn't mean he is the best user of it. In fact, by the time the series ended, a Genjutsu User had already surpassed Itachi Uchiha, even though not many fans had realized this to be the case.

Itachi's Genjutsu prowess was nothing to underestimate. In the world of ninjas, true strength is often determined by skills in hand-to-hand combat, and even more so through ninjutsu. Usually, the one with better control over nature transformations and higher strength or other physical attributes comes out on top. However, Genjutsu flips the script completely. Even without doing anything, a powerful Genjutsu user can end the battle.

Simply put, Genjutsu are powerful techniques that cast an illusion upon the target and affect their sensory perception greatly. While they're only strong enough to create openings in battle and can be dispelled by most, in some cases, they can decide battles.
Itachi Uchiha, Sasuke's elder brother, was actually a monster of Genjutsu. Even his regular Genjutsu was such that he could beat a Sannin-level enemy, such as Orochimaru without even looking at him. Even just lifting a finger is enough for him to defeat the mightiest of the Sannin. What's more, Itachi also has access to Tsukuyomi, where he has total control of space and time. Even a second in Tsukuyomi can feel like a lifetime.

While Itachi is a skilled user of Genjutsu, Sasuke actually goes on to surpass him in this art. By the Fourth Great Ninja War, Sasuke attains immense Genjutsu prowess, such that even Sakura Haruno can't resist his illusions. Sakura, who has strong resistance to Genjutsu, stood no chance, which shows how far Sasuke had come. But, more than that, Sasuke actually managed to put all 9 Tailed Beasts, including Kurama, under a powerful Genjutsu, something that even Itachi couldn't have done. Sasuke doesn't have Tsukuyomi, but his overall Genjutsu skills are stronger.

Kaguya's Genjutsu Was The Strongest
When it comes to the most overpowered Genjutsu, one needs to look at Kaguya Otsutsuki, who could perform the Infinite Tsukuyomi, the ultimate illusion that ultimately takes all chakra away from a whole populace and turns them into White Zetsu. Other than that, however, her Genjutsu arsenal isn't all that strong.
