Neji Hyuga

Neji Hyuga spent a lot of his younger years believing everyone had a destiny that could not be avoided. After Neji is defeated by Naruto in battle, however, he becomes closer with Naruto and begins to believe that putting in effort and building friendships can prove no one has a predetermined fate. However, his final scene during the Fourth Great Ninja War proves different.
In order to protect Naruto from incoming attacks by the Ten-Tails, Neji jumps in front of wooden projectiles aimed at Naruto. At that moment, Neji believed Naruto would turn the tide of the war, and so he sacrificed himself to protect Naruto. However, this just proves his original belief in everyone's set fate, and he unfortunately died without making much of an impact on the war's outcome. He deserved to be able to change his fate and live to reform the Hyuga Clan.
Orochimaru

Orochimaru is one of quite a few characters in Naruto that was introduced as a villain, only to eventually turn over a new leaf and begin supporting Naruto and others. However, before changing, he committed some grevious crimes, including human experimentation, stealing bodies to make himself immortal, killing the Third Hokage, and much more. However, after all these crimes, he was never truly held responsible.

Though characters should be allowed to change their ways, after committing so many unspeakable acts, Orochimaru should have had some kind of consequences to make up for it. Instead of allowing Orochimaru to continue on to research the development of life as if nothing happened previously, there should have been some accountability or a way that he could earn redemption. It almost feels too easy and unfair to those he killed or mistreated.
Konan

Konan was a character in the Naruto universe that deserved a lot more attention and a deeper dive into her story. She was a founding member of the Akatsuki, a group meant to protect the Hidden Rain Village, or Amegakure, from war. She did this alongside Yahiko and Nagato, with whom she grew up when they were all taken in by Jiraiya and trained in ninjutsu. However, she soon loses both Yahiko and Nagato.

After losing the two people she was closest to, Konan completely changes and even defects from the Akatsuki. While she finally follows a path of peace after being part of a violent organization for a while, she suddenly loses her life to Obito. Soon after, he dumps her body into the ocean, leaving her to be completely erased from history. This ending was completely unfair, especially since she had finally decided to walk down a path of light, even after losing everyone she loved.
Itachi Uchiha

Itachi Uchiha is an incredibly complicated character in Naruto, having killed his entire clan, which many believed was to gain power. He believed wiping out the whole clan would help to avoid war.

Despite his incredibly impressive history, however, he completely changes in Boruto. Not only is he drowning in work as Hokage, but he is rarely home to spend time with his wife and kids. This completely reduces Naruto as a character and eventually props up his children, Boruto and Himawari, to overtake him in the future. For many, this is a tough pill to swallow since fans have spent years with Naruto and watching him grow up into one of the strongest shinobi to ever live.
Kurama

Kurama is known as the strongest of the tailed beasts in the Naruto world, and he had a strong disdain for humans for years due to them using him as a weapon. When he is eventually sealed inside Naruto, he becomes close with him and changes his perspective on humanity. Kurama even begins to show care for Naruto's well-being, and they both respect each other significantly.

However, Naruto eventually has to fight against Isshiki Otsutsuki, and he uses Baryon Mode to take him down. In order to use this amount of power, though, Kurama sacrifices his life for Naruto. Kurama eventually reincarnates inside Naruto's daughter, Himawari, but there isn't much information to explain how this happened. As someone who was beside Naruto for most of his journey, Kurama deserved a better ending and to have a more significant reincarnation.
