Hiruzen Sarutobi, the Third Hokage, has certainly had his fair share of questionable acts. To start, he failed to properly protect Naruto when the village had begun to attack him from all sides. Along with this, he also failed to stop Danzo from his violent tendencies, and due to this, the Uchiha Clan was completely wiped out.
However, there's a lot more to the Third Hokage's actual intentions. While he did fail to stop Danzo, he had initially told him that he had wanted to solve the issue peacefully, but Danzo had ignored him. He also still supported Naruto secretly, making sure he got his education and had a home to stay at. While he often chose the wrong path, he usually meant well and therefore doesn't deserve some of the hate he receives.
