The presence of so many powerful characters in Naruto means that there are a lot of strong abilities as well. Masashi Kishimoto has shied away from giving the heroes and the villains insanely overpowered abilities. At one point, the Rinnegan was the rarest ability in Naruto.
Naruto: All New Boruto Dojutsu, Explained
Boruto has introduced new Dojutsu. Some are more unique than others.
The Dojutsu was linked to the Sage of Six Paths, and it was said that the person with this specific set of eyes would change the world forever. With time, more and more Rinnegan users were revealed, which reduced its rarity but not its power.
The Rinnegan Is One Of The Strongest Dojutsu In Naruto
In order to acquire the Rinnegan, a person needs to combine the chakra of Indra and Asura Otsutsuki. The only individual who was successful in the endeavor was Madara Uchiha. He took Hashirama's flesh (Asura's DNA) and implanted it into his own body (Indra's DNA). However, Madara did not awaken the Dojutsu until many decades later. A Sharingan user can also obtain the Rinnegan if they receive chakra directly from Hagoromo Otsutsuki. Since the Rinnegan is so difficult to obtain, it makes sense that the Dojutsu is so strong.

In Naruto, the Rinnegan was included in the Three Great Dojutsu, and it was easily the strongest among them. The eye granted its user access to the Six Paths Technique. These include:
- Deva Path: Being able to control forces of attraction and repulsion
- Asura Path: Altering one's body with mechanical parts
- Human Path: Extracting souls from the bodies of other people
- Preta Path: Absorbing chakra
- Naraka Path: Complete access to the King of Hell
- Animal Path: Summoning all kinds of creatures
Kishimoto Introduced A Lot Of Rinnegan Users
All the paths are powerful in their own way, and once a person masters the use of Rinnegan, it's almost impossible to beat them in combat.
Towards the end of Naruto, there were just three characters who had obtained the Rinnegan. First was Hagoromo Otsutsuki, and he was followed by Madara Uchiha, and finally, Sasuke Uchiha. In Boruto, a lot of Rinnegan users were revealed, which affected the rarity of the Dojutsu.
Boruto's Jougan Is Rarer Than The Rinnegan

Arguably, the most prized ability in the series belongs to Boruto Uzumaki, and it's none other than the Jougan. The Kekkei Genkai is unique to the Otsutsuki Clan, but so far, only Boruto has been seen with the ability. Boruto found out about the Jougan when he was still at the Academy, but back then, he couldn't use it at will. It took him years to get the Jougan completely under control.

Mastering the Jougan was extremely important for Boruto, as the eye provided him with several powerful abilities. For starters, the user of the Jougan can see the chakra pathway system of an enemy, which allows them to track the individual using their chakra signature. Furthermore, the eye enables its user to open portals, effectively giving them access to space-time ninjutsu. The Jougan helps its user to analyze the target's actions so that they can prepare a counterattack. Last but not least, the Jougan can also pinpoint an enemy's weak point, so the user can directly attack it.
Kokugan Is Another Extraordinary Ability
Aside from the Jougan, there is one more ability that is rarer than the Rinnegan, and it is the Kokugan, which belonged to Isshiki Otsutuki. The Kokugan is a Kekkei Genkai that grants its user access to two powerful Shinjutsu techniques, namely, Sukunahikona and Daikokuten. Sukunahikona can be used to shrink the user or any other inanimate object, which makes it perfect for launching surprise attacks. The user can also restore themselves and objects back to their original size. Even though the principle is simple, figuring out the technique can be a chore, as evidenced by Isshiki's fight with Naruto and Sasuke. Despite having the experience of fighting so many powerful individuals, it took Naruto and Sasuke quite some time to figure out Isshiki's ability.
Kokugan Has Another Overpowered Ability
Daikokuten is yet another Shinjutsu that is used to store anything shrunk by Sukunahikona inside a separate dimension, where time doesn't flow, making it perfect for storing a hostage. Finally, the Kokugan is capable of summoning black cubes that disrupt the sensory perception of an enemy. Additionally, they can create space-time portals to access the timeless dimension.
