The evil doctor from the My Hero Academia universe- Dr. Kyudai Garaki otherwise known as Daruma Ujiko, has been notoriously responsible for the creation of Nomus and other monstrosities. A devoted member of the League of Villains, Dr. Garaki has been instrumental in All for One's and Tomura's survival and enhancement. His work and expertise in genetics and bio-engineering is the reason why Nomus exists, and his dark research is why they are so strong due to quirk duplication. Dr. Garaki is also responsible for replicating and creating the quirk-destroying bullets which have adverse effects resulting in the erasure of a quirk.
Who is Your Favorite Pro Hero in My Hero Academia?
Technically, my favorite Pro Hero is Tamaki Amajiki aka Suneater, after he graduates from UA High. However, if we are only considering characters who were Pro Heroes from the very beginning of the story, then my next choice would probably be Hawks or Edgeshot, as I really like their quirks and think these Heroes show off these Quirks in really creative and intelligent ways both inside and outside of battle.

Chairman Of The Jaku General Hospital And Renowned Scientist
A short and old bald man, Dr. Kyudai does not look like the average villain. Even though Dr. Kyudai was known to be a villain, he was also chairman of the Jaku General Hospital, a hospital he founded in Jaku City and used a secret laboratory within the hospital to achieve his evil plans. It was there he conducted research on Nomus and other quirk duplication research. The hospital was also the location Dr. Kyudai kept Tomura to enhance his physical strength and transfer the All For One quirk to him. Despite all this, Dr. Kyudai is cowardly when he is threatened and tends to easily panic when he feels he is danger. This is seen when the heroes find out about his hospital and attack his secret lab.

Sadly, the Jaku General Hospital was also the location where Dr. Kyudai operated on the corpse of Oboro Shirakumo, turning him into Kurogiri. Just like All For One's other devoted followers, Dr. Kyudai was no different and worked diligently to make sure that he followed his master's wishes. He was also deeply committed to the cause, showing little to no regard to ethical procedures in any of his experiments with his primary goal of supporting the League of Villains. Dr. Kyudai is also seen to grow to the extra mile when it comes to achieving his objectives, even if it means committing a crime. This is seen when he would abduct corpses to turn them into Nomus.

Years Of Medical Training, Not Wasted By The Evil Doctor.
Dr. Kyudai is an expert in the field of quirks and is well knowledgeable about how quirks work. Because of his extensive knowledge of quirks, he was able to duplicate multiple quirks and imbue them onto Nomus making them insanely strong. He was also able to duplicate and transfer All For One to Tomura and modify the League of Villain frontman's body to cope with the power of All For One. Dr. Kyudai was also able to replicate and develop the quirk destroying bullets that contain serums that can nullify a person's quirk and erase it.

Even though Dr. Kyudai was known to be a hundred and twenty years old, he still didn't seem as old as he was supposed to be. This was because of his quirk known as 'Life Force' which gave him the ability to extend his lifespan and to look slightly younger than his actual age. This worked in his favor as he was able to work on his projects for the long haul and support All For One in his evil schemes. Even though he possessed this quirk, he still showed physical signs of old age such as wrinkles, but his mental state remained intact, and he was able to retain his knowledge of quirks and genetics over the years. Dr. Kyudai is technically responsible for many evil outcomes in the series and his existence is an asset for All For One as he supports the League of Villains in the battle between heroes and villains.
