It's fair to say that many of the villains seen in My Hero Academia have committed some pretty heinous acts over the course of the series. However, while it's one thing to shoplift from a local store or run in the way of traffic, there are some acts which are simply unforgivable, even if the perpetrator might have a specific reason behind it.

Author Kohei Horikoshi is a master at creating characters who can seem oddly sympathetic, despite being so destructive and violent. However, as the story has gone on, a lot of the villains have only gotten more destructive and merciless over time, making it extremely difficult to excuse the sins they've committed. When all is said and done, though, these are the specific characters who are deemed the most unforgivable in all of My Hero Academia.
7 Stain
Stain Uses His Ideology To Try And Justify His Killing Spree

Stain is a pretty fascinating character in the series. Despite initially wanting to become a hero, Stain's mind becomes completely warped after he is beaten down by a vigilante by the name of Knuckleduster. After this incident, Stain came to believe in his own personal ideology, which resulted in him viewing many heroes as fakes, or, in other words, people who only became heroes for the sake of fame and money, rather than actually wanting to save innocent civilians.
With his newfound belief set in stone, Stain would go on to kill numerous heroes, including a few professionals, just to try and rid the streets of those that he sees as unworthy of being classed as the saviors of society. Though there is definitely some truth to Stain's ideology, it's the way he went about resolving the issue that makes him a villain that can't be forgiven.
6 Dr. Garaki
Garaki Lends His Wicked Intelligence To All For One, And Also Created An Army Of Nomus

While All For One may come across as an unstoppable villain who can do everything single-handedly, the truth is, he actually had a lackey behind the scenes working for him even before the main story kicks off. As someone who was well aware of the dangers that come with acquiring multiple Quirks at once, Garaki became a hugely valuable asset to all for one, who would rely on him to upgrade his body while also analyzing potential Quirks that he may want to seek out.

The My Hero Academia manga is iconic, but there are a few things the anime version manages to do a significantly better job at.
Willingly supporting a mass murderer had already painted Garaki in a pretty negative light, but he was also the one responsible for creating the army of Nomu that hunt down the heroes throughout the series. Simply put, there's essentially nothing redeemable about this evil scientist, which is why so many fans were eager to see him taken down for good by the heroes.
5 Dabi
Dabi Became Numb To His Emotions And Decided To Wreak Havoc With His Blueflames

Admittedly, Dabi didn't exactly have an easy upbringing, especially once Todoroki was born. After Endeavor came to see Todoroki as the perfect child, he would start ignoring Dabi, while also convincing him not to use his Quirk, considering it was damaging the boy's own body. Desperate for his father's approval, Dabi came close to killing himself after his Quirk went into overdrive, though he managed to survive the fiasco and soon after became a villain.
During Dabi's dance, where he reveals the hideous secrets of his father to the world, he also admits in the same speech, with a great big smile on his face, that he has already killed more than 30 innocent people. Considering Endeavor is his main target, alongside the other members of his family, murdering innocents in cold blood shows just how violent Dabi has truly become, and while he definitely had a sad upbringing, it's not enough to excuse the amount of blood he has spilled as a villain.
4 Tomura Shigaraki
Shigaraki Simply Wants To Destroy Everything In Sight, As He Has Done Multiple Times

Shigaraki has been the topic of many online debates over the years, and the reason is because of how well written he is as a villain. By the end of the story, fans come to learn that Shigaraki was essentially molded into the destructive monster he would become due to All For One, and as a result, his flashback is definitely one that garnered him a lot of sympathy.
Despite that, though, it's hard to ignore the sheer number of people Shigaraki has killed with his Decay quirk once he became the leader of the League of Villains. There's no better example of this than when Shigaraki awakens in Jaku Hospital and proceeds to destroy not only the entire building but almost all of Jaku City, with not a care in the world for the thousands of people who lost their lives in the process. In the last few chapters of the story, Deku tries to reach out to Shigaraki in an attempt to save him from his villainous ways, but many fans were on the fence about whether he truly deserves to be saved in the first place.
3 Overhaul
Overhaul Happily Abused A Young Eri Just To Make His Vision Of The World A Reality

Despite My Hero Academia being a fairly upbeat and vibrant series on the surface, it still doesn't shy away from exploring some pretty dark themes every now and again. A prime example of this is shown through Overhaul, a member of the Chisaki mafia who dreams of creating a world which is free of what he likes to call "Hero Syndrome". To achieve this, he decides to take in a young girl named Eri who possesses the Rewind quirk, which overhaul can use to create Quirk-destroying bullets.

A good backstory can help viewers understand what drives a character's motivations, and there are some great backstories in My Hero Academia.
However, the way he goes about this is honestly pretty despicable to even think about. Because his Quirk is able to destroy and then reconstruct anything he touches, Overhaul uses this on Eri many times in order to extract her blood, having zero remorse for the girls' well-being or safety. Even when Overhaul had his arms chopped off by Shigaraki, there wasn't a single fan out there who felt sorry for him, considering the crimes he had committed.
2 Muscular
An Immensely Powerful Villain With No Rhyme Or Reason To His Actions

While most villains in the series will have at least some reason to try and justify their actions, Muscular doesn't even try to hide the fact that he simply wants to cause as much suffering as possible for his own amusement. Lucky for him, his Muscle Augmentation Quirk grants him more than enough strength and durability to pummel anyone in his way, which he had been doing for many years before he was eventually arrested and taken to Tartarus Prison.
Muscular is a serial killer who has exterminated a plethora of heroes in his time, including the Water Hose duo, who were the parents of Kota. Even when Muscular briefly shows up before the final war of the story, he still cares about nothing more than crushing anyone that he deems to be weaker than him, proving to be one of the most unforgivable characters in the entire series.
1 All For One
The Evil Mastermind Has Ruined Countless Lives, Both Before And During The Main Story

As the main overarching villain of the series, it makes sense that All For One would be pretty evil, but the number of lives this guy has ruined throughout his career is honestly staggering. Being born with the Quirk of the same name allowed All For One to steal and use other people's abilities, which he would use to his advantage to manipulate and control the entirety of Japan from the shadows. While all of this was going on, he was continuously killing each new owner of One For All, along with stealing an abundance of Quirks from innocent civilians.
Not only that, but All For One would also be responsible for passing down Decay to Shigaraki when the boy was still young, causing Shigaraki to accidentally kill his entire family so that he would have enough hatred to become a true protégé. All For One is a villain who's very easy to hate, and a big reason is because of how many heinous acts he has committed over the course of the series.

WHERE TO WATCH
In My Hero Academia, some humans have superpowers called quirks. Izuku Midoriya, nicknamed Deku, is not one of them. Deku has always idolized heroes like the number one hero, All Might, and since he was a child, he has always wanted to be a hero. However, his lack of a quirk has always held him back, but a chance encounter with All Might after discovering a classmate in danger sets Deku on the path to becoming a true hero. My Hero Academia centers around Deku and a class of heroes-in-training at UA. This school shapes young quirk users into future heroes through fake rescue missions, combat training, and other hero-tempering tasks. With young Deku inheriting the "One-For-All" quirk, he will learn what it means to be a true hero while facing off with dastardly supervillains.
