In the Final War Arc, Dabi, who was once Toya Todoroki, becomes a fiery inferno of raw, burning firepower. His blueflame quirk flares up with little control now that he has accepted who he is and how he feels about hero society. Dabi's goal isn't just to burn things; he wants to make heroes see how much damage their world has done. As the war gets worse, his chaos reaches a fever pitch, with his flames threatening whole buildings and forcing people to work together.
Dabi's power comes not just from his flames but his anger and obsession for approval towards his father. Dabi's internal pain comes out as pure destruction, which makes him one of the most feared fighters even though he doesn't have any layered quirk combos. This is different from many heroes who balance their quirk use. His raw offensive output and resistance to traditional hero tactics put him firmly among the best fighters in the arc. He even makes seasoned pros like Endeavor desperate for a strategy.
Armored All Might
Even though he no longer has any quirks nor any embers left from One for all, All Might still goes back to the battlefield during the Final War Arc wearing high-tech armor made from his old car, Hercules, and the quirks of his students. This robotic version of the Symbol of Peace brings back Japan's greatest defender, who can now fight All For One directly again. At the beginning of the final battle, All Might's suit turns into a sword and a shield, buying time for other heroes to try and stop All for one from reaching Tomura.
His strength in this arc comes not only from brute force, but also from how well he uses symbolism and honors the quirks of his students. Armored All Might isn't as strong as he used to be, but he can use a lot of different quirks from Class 1-A, like Float, Blackwhip, Half-cold half-hot and more. This makes him a flexible anchor on the battlefield. He was able to hold back All For One for a short time and stop the villain enough for him to use rewind multiple times, which shows why he is still one of the most important fighters in the Final War.
Endeavor
Endeavor is as fiery and relentless in the Final War Arc as his quirk, Hellflame. He is now the top active hero since All Might's decline, and he has to deal with both responsibility and redemption. When he fights Dabi and other very dangerous enemies, his flame mastery goes to new tactical extremes, making him burn with full intensity against enemies that would easily defeat weaker heroes.
Endeavor is one of the strongest, not only because of how much he can do, but also because he makes both friends and enemies respect him. He keeps fighting strategically, using his fire to protect civilians and put pressure on the bad guys. Even though he had lost his right arm and been punished severely, he still managed to defeat All for one. At atleast he would have had AFO not used Eri's rewind quirk on himself. He may not be the best fighter in the final arc, but his high placement is due to his determination, experience, and ability to cause a lot of damage.
Mirio Togata
Mirio's role in the Final War Arc isn't just about being strong; it goes beyond the scope of the battlefield. Mirio was one of the Big Three and had the potential to be the next One For All. His Permeation ability lets him pass through things and makes him almost impossible to hit in battle. He lost his quirk for a short time, but Eri helped him get it back. He then went back to the fight with more anger and a wider range of strategies.
It's not just his quirk that makes him strong; it's how he uses it. Mirio can easily flank, dodge, and break up enemy formations because of his quirk Permeation and has perfect control over his body, speed, and awareness of space. Mirio is still an important player on the front lines, even when the odds are against him. He may not have had a major role in the final arc, but that does not take away in any way that he is still one of the strongest characters in the series and goes on to become Japan's no 1 hero after the war.

Katsuki Bakugo
At the end of the Final War Arc, Bakugo has gone from being a rude young student to one of the best-trained and most dangerous fighters in hero society. His Explosion quirk gives him a lot of destructive power, but what makes him special is how well he can control it. He is a very flexible fighter because he can shoot accurate blasts, change how much damage they do, and move around easily. He is hurt badly in the war, but he can still stagger enemies that are usually too strong for him. Instead of just being flashy explosions, he can also use his condensed bursts as tactical weapons.
Bakugo's fighting skills in this arc come from the fact that he is naturally strong and can change how he fights quickly. He doesn't just shoot; he also calculates angles, space, and timing on the fly, which makes his explosions feel like surgery. It's clear that Bakugo is a better fighter than the others because even tough bad guys like Shigaraki are scared of his attacks. He does more than a professional hero can do without using layered quirk stacking.
All for One
In the Final War Arc, All For One comes back and fights with a deadly mix of strength, flexibility, and violence. Even though he uses his Rewind Quirk almost all the time, it makes him younger and stronger. He can take, give away, and use a mix of quirks whenever he wants. This makes him a scary force that changes the course of the war just by being there.
All For One is strong in many ways. He is not only physically strong, but also strategically strong. He can take damage, change his body, and use more than one quirk effect at once to instantly heal back. The only hero to ever defeat him in his prime was All Might. Many tired before, but none succeeded. Even Bakugo's victory against AFO could be said that he only won because AFO rewinded back to a teen and was not in his prime.
Izuku Midoriya
In the Final War, Izuku "Deku" Midoriya is one of the strongest and most flexible fighters. Deku has learned One For All to its absolute potential, something none of his predecessors were able to do. In the end, he might have even surpassed Prime All Might. He adds abilities like Blackwhip and Danger Sense to his punches to make them more than just punches. He uses the quirks of other users in his fighting style. His fight with Shigaraki, especially when he used Gearshift and tactical quirk application, shows that he finally gotten used to combining each of his quirks perfectly.

Deku is strong not just because of how strong All for one is, but also because of how he adapts to it. He changes his plan in the middle of a fight and uses quirks to fill in the gaps. This makes him one of the most well-rounded fighters in the arc. He is strong physically and mentally as well, only second to Shigaraki.
Shigaraki Tomura
Shigaraki Tomura's power reaches its peak in the Final War Arc because he has evolved his quirk and absorbed All For One's power. Shigaraki is no longer just the heir to evil; he has become a powerful force of destruction that can change the landscape and beat a lot of heroes at once. When he meets Deku, he is no longer just a quirk; he is a threat to the very existence of Hero Society.
His quirk's scale and deadly nature are what keep him at the top. Shigaraki doesn't need to touch people to cause destruction; his Decay spreads at superhuman speed and scale, so heroes have to use advanced tactics just to stay alive around him. His ideological disagreement with Deku makes this arc even more emotional, making him as much of a mental force as a physical one. He is the most powerful force in the Final War.
