Though Deku starts off his journey in My Hero Academia as a naive and fairly uneducated young man, he at least puts in a lot of work to learn the responsibilities of becoming a hero as the story goes on. However, this certainly can't be said for every student seen in the series, or even some of the villains, who are all more than happy to live in ignorant bliss without having a worry in the world about getting smarter. Usually, this happens because the character is simply already immensely strong, and therefore enjoys throwing their weight around without putting much thought into strategy or tactics.

This doesn't exactly mean they are a bad or unlikable character, though, just that they aren't exactly the sharpest tool in the shed when it comes to overall intelligence. There are plenty of wicked-smart characters seen throughout My Hero Academia, but that certainly doesn't apply to these individuals listed below.

7 Muscular

Muscular Enjoys Crushing Everything In Sight Without Any Rhyme Or Reason

First Appearance: Episode 42

Muscular isn't exactly the type of villain who will set out a plan of attack before approaching his target. As shown in the forest training camp arc, Muscular will simply crush anything and anyone he views as a threat with his gigantic muscles, which are greatly enhanced by his Muscle Augmentation Quirk. Unlike many antagonists in the series, there's no grand plan or scheme that tries to justify the immense amount of suffering and chaos that Muscular causes.

The truth is, he is simply a serial killer who enjoys seeing others reveling in pain, and as a result, he's killed more than his fair share of heroes throughout his career. Even when Muscular breaks out of Tartarus Prison later in the story to get revenge on Deku, he still comes across as a loudmouthed and rather naive villain who, this time around, was taken down pretty easily.

6 Denki Kaminari

Kaminari Can Zap His Brain Cells If He Relies Too Heavily On His Quirk

First Appearance: Episode 4

Most quirks in My Hero Academia will have at least some kind of drawback to make sure they're not too overpowered, but Kaminari's Electrification Quirk puts a particularly heavy toll on its user. If Kaminari ends up getting a little too carried away by shooting out sparks from his hands, it will end up frying his brain, making him more or less useless for the rest of the battle.

This has proved disastrous in multiple exams, especially those where he is forced to team up with a fellow student, since he can't really contribute much after his intellect has been slowed down to a crawl. Kaminari does admittedly start to get the hang of his Quirk after equipping some support gear later in the story, but it still earns him a spot on this list.

5 Ending

Ending's Obsession With Endeavor Often Clouds His Judgement

First Appearance: Episode 105

When Endeavor started to soften up and lose his hard edge a little while after becoming the number one Pro Hero of Japan, it wouldn't just be the readers and viewers who noticed this change, but also his loyal fans. Ending is a prime example of this, being a lifelong fan of the hero who would become obsessed with trying to revert him back to his cold and merciless persona that many people knew him for.

To achieve this, he made the baffling decision to kidnap one of Endeavor's sons before then confronting the hero on his own. Keep in mind that Ending's Quirk, Whiteline, which allows him to manipulate and control lines that are drawn on the road, isn't exactly the most reliable or powerful Quirk out there. As a result, he is swiftly taken down by Endeavor and his three students, leading to an embarrassing defeat for Ending, who clearly needs to put a little more thought into his plans before executing them.

4 Moonfish

A Crazed Killer Who Only Cares About Consuming Flesh

First Appearance: Episode 41

While Moonfish doesn't remain in the League of Villains ranks for very long, he does at least put up a good fight against the heroes after the villains apprehend them in the Forest Training Camp. As someone who was previously on death row for his heinous crimes, Moonfish is one of the most dangerous criminals out there, but admittedly, he always needs someone around him to point him towards the target, as he's not exactly a big strategist.

In stark contrast, Moonfish only cares about digging his extended teeth into the flesh of his targets, so while he can be tricky to take down in an intense battle, he's also extremely brash and will rush into dangerous situations, often without thinking. Then again, this makes him the perfect lackey for Shigaraki and the rest of the league, who would be able to use Moonfish without him asking any questions.

3 Gigantomachia

All For One's Personal Mutant Pet Was Taught To Destroy, Not Think

First Appearance: Episode 31

As the longtime personal bodyguard of All For One, the evil mastermind ensured that the giant brute known as Gigantomachia would be completely loyal and subservient to his master at all times. As a result, for much of the story, the immensely powerful mutant can only respond to One For All's voice, and later Shigaraki's, and is largely incapable of thinking for himself. Additionally, Gigantomachia doesn't exactly have a very complex or tactical fighting style, as he always opts to simply crush his opponents with his gigantic fists and feet anytime he enters the heroes' proximity.

While he does eventually manage to regain his free will during the final war to break out of All For One's control, thanks to a little help from Shinso, he then decides to charge straight at AFO, despite presumably knowing just how strong his master is, leading to Gigantomachia's demise.

2 Teruo Hazukashi

Maybe Flashing In The Middle Of The Street Wasn't The Wisest Way To Protest

First Appearance: Episode 87

Though Teruo only makes a very brief appearance during the Pro Hero arc, he's designed to be an example of the population's growing frustration with hero society, though this guy doesn't exactly have the smartest method of protesting. In order to lash out at his company after reading about the Meta Liberation Army, Teruo stands outside their building and decides to strip down so that he can acquire more power through the use of his Shame Quirk.

In no more than a few seconds, he is swept up by Pro Hero Hawks, who apprehend him swiftly without even breaking a sweat. Teruo definitely could have been a little more subtle with his quirk, considering unleashing it out in the open for everyone to see is a pretty dumb decision and a surefire way to be caught by a patrolling Hero.

1 Minoru Mineta

Mineta's Personal Fantasies Always Distract Him From The Mission At Hand

First Appearance: Episode 5

Despite signing up to become a hero, Mineta doesn't seem concerned about proving himself to his teachers. Instead, Mineta will take any opportunity he can to either peek at the female students while they are getting changed, or to hatch a grand plan where he can fulfill his fantasies without being caught red-handed.

He's, therefore, not the most effective hero when it comes to combat, as shown during the early U.S.J arc, where he is essentially bailed out by Deku and Tsuyu once the villains arrive. Minetta simply lets his desires take over his mind way too easily, and it's this level of immaturity that prevents him from learning much in and outside the classroom.
