While becoming a hero is one thing, the primary goal for most of the students in My Hero Academia is to one day reach the stage where they can call themselves professionals. Pro Heroes are among the best of the best when it comes to protecting society from danger, but it takes a lot more than just raw strength to reach this prestigious position. While there are plenty of hard hitters within the professional ranks, there are also plenty of strategists and tacticians, too, meaning so long as somebody has mastered their Quirk and has enough experience, there's no reason why they couldn't become a pro.

That being said though, there have been numerous characters seen throughout My Hero Academia who, for one reason or another, didn't end up becoming professionals within the main story itself, despite it seeming like they really should have. There's no doubt the heroes would have had a much easier time in their missions if the characters listed below had been presented the opportunity to become fully-fledged pro heroes. Before jumping in, this list will be focusing on characters who should have become professionals within the main story, even if they have been confirmed to be Pro Heroes after the story ends by Horikoshi.
8 Inasa Yoarashi
Inasa Is More Than Strong Enough To Be Considered The Best Shiketsu Has To Offer

When Deku and the rest of class 1-A are first introduced to the students of Shiketsu High, Aizawa clarifies that Inasa is the one that they will want to watch out for in the upcoming exam. The reason for this is that the first-year student is immensely powerful, primarily because his whirlwind Quirk is able to completely flatten a battlefield in mere seconds, but it could also be deployed to rescue civilians, too.
Though he can admittedly be a little reckless every now and again, Inasa definitely still has what it takes to be a Pro Hero, considering how versatile his ability is, and the fact that he has full control over it. What also makes him a viable candidate is Inasa's undying passion for saving those in need, to the point where he'd be more than willing to embark on suicide missions if it meant saving at least a few innocent civilians along the way.
7 Gentle Criminal
Gentle Was Well On His Way To Becoming A Prolific Hero

Though Gentle shows up as a villain in the main story, like most antagonists, he once had big dreams of becoming a hero himself. Not only was he determined to become a hero people can look up to and rely on, but thanks to his Elasticity Quirk, which can be thrown out to catch falling people and debris, it seemed as though everything was in place for Gentle to one day become a professional.

This, however, did not end up happening after Gentle accidentally got in the way of a Pro Hero during a rescue mission, resulting in Gentle being cast out of society and unable to become a hero, leading him down the path of villainy. Still, if this tragic accident hadn't occurred, Gentle may very well have been standing alongside the likes of All Might and Endeavor.
6 Mei Hatsume
Mei's Talents Would Make Her A Useful Asset During Difficult Missions

Any time Mei makes an appearance in My Hero Academia, she can often be found creating brand-new support gear and tinkering with outfits to help out the other students. That being said though, as was demonstrated in her fight against Ida early on in the series, she can still get her hands dirty whenever she needs to, which could make her a pretty dangerous force to be reckoned with if she embarked on the Pro Hero missions.
With a little help from Powerloader, Mei is able to conjure all kinds of deadly weapons and highly durable armor sets, so bringing her out of the engineering room and making her a fully-fledged Pro could make life much easier for the other Pro Heroes. This isn't even mentioning her Zoom Quirk, which allows her to spot even the smallest of details from a great distance away, which would be highly valuable for rescue missions.
5 Oboro Shirakumo
Oboro Should Have Been In The Pro Ranks Alongside His Two Best Friends

Oboro has one of the most tragic backstories in the series, as while he was just as passionate about becoming a Pro Hero as his friends Aizawa and Mic, this unfortunately didn't end up becoming a reality. While embarking on a dangerous mission alongside his two closest friends, Oboro was suddenly trapped under a mountain of rubble, ending his career as a hero for good.
Oboro's journey didn't end there, however, as he was soon recovered by All For One and Garaki, who transformed him into the Nomu known as Kurogiri. Considering Aizawa and Present Mic succeeded in becoming Pro Heroes, it's heartbreaking that Oboro isn't there to share the spotlight with them, but there's no doubt he would have been if it weren't for that tragic accident on that fateful day.
4 Hitoshi Shinso
Shinso's Brainwash Quirk Can Shut Down Villains In No Time At All

Shinso's Quirk, Brainwash, has been both a blessing and a curse for the young student. On the one hand, having a Quirk that seemed more suited for a villain rather than a hero resulted in Shinso being mocked and bullied for much of his school life. On the other hand, though, Brainwash is by far one of the strongest Quirks in the series. All Shinso has to do is ask an innocent question, and if his opponent replies, their body will immediately come under his control.

My Hero Academia has some incredibly overpowered characters and these are the ones who stand out on top.
A little later in this series, he even learns how to make his target speak after he creeps into their mind, allowing him to influence even the most powerful of villains, including the menacing brute known as Gigantomachia. He may have been only a student throughout the main series, but it does feel as though Shinso wouldn't have looked out of place as a pro, given the versatility of his quirk.
3 Suneater
With A Little More Self-Confidence, Suneater Could Have Easily Become A Great Pro Hero

As a member of U.A.'s big three, Suneater was on the cusp of becoming a professional hero, but the one thing that pulls him back is his lack of self-belief and confidence. With a Quirk that allows him to literally assume the form of anything he has recently consumed, Suneater is an incredibly tricky hero to pin down because of how unpredictable he is, as was made very clear during the raid on Overhaul's base.
What also becomes evident during that story arc, though, is that Suneater lacks the drive that is so prominent within his close friend Mirio. Suneater definitely had the potential to move to the next stage in his hero career; he just needed to realize his own worth first.
2 Ibara Shiozaki
Ibara's Versatile Quirk Can Be Useful In Any Type Of Mission

Though Ibara doesn't get all that much screentime throughout the series, she definitely stands out from the rest of class 1-B for a few reasons. Unlike many of her classmates, Ibara is always able to keep a cool head anytime a situation starts looking a little dire, making her a genius strategist who can analyze the situation while remaining calm and composed.
Needless to say, this is extremely important for Pro Heroes, considering they are always embarking on highly dangerous missions, but what also puts Ibara in the position to become a pro is her Quirk. Vine can be used in a multitude of ways, either for apprehending a villain, protecting civilians from incoming attacks, or even just to remove some debris out of the way. This kind of flexibility would make her a Pro Hero who can be relied on to take on any kind of mission, and while she may lack the experience, her intelligence and abilities help make up for this.
1 Mirio Togata
Mirio's Strength, Passion, And Personal Drive Make Him A Top Pro-Hero Candidate

It's honestly mind-blowing that Mirio isn't already a Pro Hero by the time Deku is introduced to him, but as Aizawa mentions, this quirky student has every quality needed to reach the top ranks. While his Permeation Quirk may have been extremely difficult to master, Mirio was able to figure out some pretty creative ways to utilize his ability to its full effectiveness. When paired with his impressive physical stature, it makes Mirio an absolute powerhouse who is capable of disappearing from the enemy's sight before slamming them into the ground with a vicious haymaker.
After having his Quirk removed by Overhaul though, Mirio's journey to becoming a Pro was suddenly put on hold until he was eventually able to retrieve his ability back thanks to Eri near the end of the series. While he therefore had some pretty serious setbacks, there's honestly no reason why All Might's original successor shouldn't have been a professional hero in the main story.

WHERE TO WATCH
In My Hero Academia, some humans have superpowers called quirks. Izuku Midoriya, nicknamed Deku, is not one of them. Deku has always idolized heroes like the number one hero, All Might, and since he was a child, he has always wanted to be a hero. However, his lack of a quirk has always held him back, but a chance encounter with All Might after discovering a classmate in danger sets Deku on the path to becoming a true hero. My Hero Academia centers around Deku and a class of heroes-in-training at UA. This school shapes young quirk users into future heroes through fake rescue missions, combat training, and other hero-tempering tasks. With young Deku inheriting the "One-For-All" quirk, he will learn what it means to be a true hero while facing off with dastardly supervillains.
