Sparkly Treasures are one of the rare trade items players can get in Monster Hunter Wilds. The gathering points where these items can be found are relatively plenty, but the odds of actually getting a Sparkly Treasure are fairly low, so expect to do a lot of gathering over a long period of time.
If you plan on getting items for bartering in MH Wilds, you'll need both luck and patience. Thankfully, there's a way to increase your chances of getting Sparkly Treasures — there's a right time and place for treasure hunting, and if you're wondering how you can get as many Sparkly Treasures as possible, here's a quick guide to help you out.

MH Wilds: Sparkly Treasure Location
Sparkly Treasures are found in the Scarlet Forest. Specifically, they're rare drops from Weathered Treasure gathering points. These are often found underwater and in ancient ruins, and if you're unsure where to find these gathering points, you can use the Filters feature on your map to pinpoint their exact locations.
To use the Filters feature, open your map and press the Left or Right D-pad keys (or A/D if you're using mouse and keyboard). This will open up a list of all the things in your current area, including all sorts of gathering points, different types of Slinger ammo, and all the monsters present at that time.
The best place to look for Sparkly Treasure is the underground lake behind the waterfall near the Wudwud Hideout. Dive into the water and look around for Weathered Treasure points.

Best Time and Environment Condition
To maximize the amount of Weathered Treasure gathering points in the Scarlet Forest, check the Environment Overview tab in your map and see if there's an upcoming Weathered Treasure Upsurge event on the timeline.
Such events happen in other maps (as is the case with Genesis Opals), and in the Scarlet Forest, you can usually experience Weathered Treasure Upsurges close to Nighttime during Season of Plenty. It may take upwards of 10 or 20 minutes before an Upsurge starts, and in those cases, you have no choice but to wait.
Again, Sparkly Treasures are very rare, and you'll likely get Shiny Treasures when you interact with Weathered Treasure gathering points.
Fishing
You can also get Sparkly Treasure by catching Gastronome Tuna. Get some Tuff Joint Bait, then head to any deep fishing spot in Area 17. There's a chance that you'll get some Sparkly Treasure (among other things) after catching a Gastronome Tuna.
Material Retrieval
Once you unlock Plumpeach as a Material Retrieval NPC, you can ask them to gather stuff for you as you go do other things. If you set Plumpeach's gathering target to random items, there's a chance for them to get some Sparkly Treasures for you.
