Golden Dandelions are used to keep baby mobs as babies. This means that you can interact with a baby mob while holding the Golden Dandelion, and green sparkle effects will appear. These sparkle effects confirm that the baby mob will stay as a baby forever. This is reversible, and you can do that by using another Golden Dandelion on the mob, which will allow the baby to age into an adult.
The effect to keep babies forever in Minecraft is only available to non-hostile mobs.
