Compared to many of the other characters on the roster, Jeff is relatively obscure, and his wild Ultimate ability, which allows him to literally eat opponents and throw them off cliffs, made him an early fan favorite. Higher ranks tend to stick with other Strategist characters that tend to have a greater overall impact, but Jeff certainly still has his fans.

The initial reveal of the new balance update suggested that Jeff will be getting nerfed, though the team has since offered some clarification on things. According to the Marvel Rivals team, Jeff's Joyful Splash is getting improved so that it will now pierce both allies and enemies, healing allies and damaging foes. The petition points out that Jeff has the lowest winrate in the game and claims that his current state, "although a bit tough," is still fun. The petition accuses the Jeff changes of turning him into a "boring healbot." The petition is picking up quite a bit of traction with 2,325 signatures at the time of this writing and fresh names added to the list frequently.
Marvel Rivals is a live-service game, which means that there will be many changes made to it over time. Fan feedback can certainly get the ball rolling, and so if fans react negatively to the Jeff changes once Marvel Rivals Season 2.5 launches on May 30, it's entirely possible that they will be reverted. It's also possible that different changes will be made in an attempt to get Jeff to a spot where the developers want him.
While the Jeff changes have some Marvel Rivals fans sweating, the Season 2.5 update should still be interesting for Strategist players. On that day, Marvel Rivals will add Ultron to its roster, giving Strategist players even more options in any given match.
