Koby was one of the earliest characters to be introduced in One Piece. At the time of his debut, Koby was a meek and feeble person who couldn't make decisions for himself, nor did he have the courage to stand up for himself. The main reason for his behavior was that he lacked strength and belief.
Since then, Koby has grown a lot, both physically and mentally. After waiting for so long, Koby got his big moment in the Egghead arc as he destroyed Avalo Pizarro's arm with his Honesty Impact. Koby Does Not Have Conqueror's Haki

In the Egghead arc, Koby and other Marines were up against the Titanic Captains of the Blackbeard Pirates. Kuzan and the rest of the crew members made it impossible for the Marines to leave the island. Garp gave Koby, Prince Grus, and Helmeppo the responsibility of dealing with the threat. He ordered Helmeppo to protect Grus and Koby as they did their respective jobs. Koby was told to destroy Pizarro's giant arm, while Grus had to use the Gunyo Gunyo no Mi to stop the debris from falling on the Marine ship. Garp trusted all of them to do their jobs, as he couldn't handle all the enemies.
The mission's success rested on Koby's shoulders, but he had never taken down an enemy of the same magnitude. After some introspection, Koby realized that he had been training harder than anyone else, and this was the time to show the fruits of his labor. So, he imbued his fist with Armament Haki and unleashed an attack that demolished Pizarro's arm.

Due to the presence of sparks near the attack, many fans believed that Koby had used Conqueror's Haki as well. However, the Vivre Cards revealed that Koby only has two types of Haki. He does not have Conqueror's Haki, so he couldn't have used it to break the fist. Given how rare Conqueror's Haki is, it is hardly surprising that Koby does not have it.
Koby's Development Has Been Immense
Koby has improved significantly ever since Garp took him under his wing. The Vice Admiral saw potential in Koby, which is why he put him through arduous training. Koby did not disappoint Garp, as he fully dedicated himself to the regime. As a result, Koby's physical strength improved, and he was able to defend himself. At one point, he learned Soru, one of the Rokushiki techniques that allowed him to fly.
Koby interacted with Luffy in Water 7, but the pirate was able to overwhelm him easily. The two met again in Marineford, where Koby tried to stop Luffy from saving Ace. Once again, Luffy beat him without any problem.
However, Koby did get his moment in the arc. He awakened his Observation Haki, which allowed him to sense people dying on the island. Koby was deeply troubled by people dropping like flies, and it led to a mental breakdown, but he refused to give up. Koby collected himself and decided to stop people from dying. So, he stood up to Akainu, a decision that required guts and could have backfired spectacularly if Shanks hadn't arrived on time. Koby's moment of bravery saved many lives.

Koby's second major achievement was gaining the reputation of Hero. He received the epithet due to his involvement in the Rocky Port incident. Oda revealed that this incident involved Blackbeard, Trafalgar Law, and Koby. Law took over a passenger ship in hopes of finding a Poneglyph. Unfortunately, he was disappointed to learn that it was a smuggling ship. Ultimately, Law got into a scuffle with the pirates.
He was joined by Blackbeard and Koby, who arrived at Hachinosu for their own goals. Eventually, Blackbeard beat Wang Zhi while Koby dealt with the other pirates. As a result of the Rocky Port Incident, all three characters made significant progress in their respective careers.

Koby was also impressive in the Egghead arc, but he would have been disappointed with himself. While he did break Pizarro's arm, he was unable to rescue Garp from the island. Had he been stronger, he would have certainly provided more support to the Vice Admiral, and all of them could have left the island without any problems. However, Koby must take this as a lesson to improve himself and get better.
