After the long-winded intro and finally getting the true start to the game in Troskowitz, take the road leading out of town to the west before following it when it starts heading north. Follow the road until you see a patch of trees off to the left side of the road right before it forks into two different directions and head into the the trees.
Within you'll find a small camp someone set up with a target hanging up on the central tree with multiple arrows sticking out of it. Look to the right of the target to find a Dogwood Village Bow, free for the taking without concern of having to steal. Also be sure to take the arrows sticking out of the target to give you a few to get started with, though you'll soon have to buy more.

If you're willing to spend some money or are interested in higher-quality bows, they can be purchased by just about any carpenter in any town. The average bows in the first few towns of the game will cost anywhere between 20-50 Groschen, though you're always able to haggle the price if you think you can do so successfully.
Carpenters are also great places to purchase arrows.
A lot of bandits in the Trosky region have a chance of spawning with a bow, and taking them out can have you loot them to also get a free bow for some combat in exchange. While the locations bandits spawn are usually set, the exact loadout a bandit spawns with can be different with every load of a save. The final place you can purchase a bow is just south of Trosky Castle at the Archery Range, with the prices being about the same as any carpenter.
