Jujutsu Kaisen is currently in one of its most integral arcs. Just episodes before the Culling Game officially starts, Yuji and his companions have started looking for reliable sorcerers who can help stop Kenjaku's plans. Kinji Hakari is one of them.
In Season 3, Episode 3, Maki instructs Yuji and Megumi to go convince Hakari to join them. Yuta adds that Hakari is stronger than he is. Maki immediately dismisses the claim. But this has left fans wondering, how strong is Hakari? Is he really stronger than Yuta, or perhaps one of the strongest in Jujutsu Kaisen?

How Strong is Kinji Hakari?
Kinji Hakari is one of the suspended third-years at Tokyo Jujutsu High. When Yuji and Megumi first meet him, he runs a fight club where sorcerers engage in hand-to-hand combat without the use of cursed techniques. After Yuji beats Panda, he piques Hakari's interest and is invited to meet him. During their meeting, Hakari comes across as someone who values passion, which he calls "fever." He claims that everyone has a fever inside them, which drives them to bring changes in their lives. For Hakari, his fever is gambling, which further makes sense when his cursed technique is revealed.
Hakari's Strengths and Cursed Technique
Considered as one of the top students of Jujutsu High, it is no surprise that Hakari excels in hand-to-hand combat. This is evident in his fight against Yuji, where he landed attacks that injured and bled him. He is also intelligent and uses his intellect to defeat opponents like Charles Bernard and even the reincarnated Hajime Kashimo.
What truly puts Hakari as one of the strongest characters in the manga is the combination of his luck and his domain expansion called "Idle Death Gamble." Hakari's domain expansion visualizes a pachinko machine based on a romance manga series called "Private Pure Love Train". While in the domain, Hakari's goal is to hit a jackpot, which can be achieved by getting three of the same symbols at once, which are represented by various characters from the manga.

Once he successfully hits a jackpot, he basically becomes invincible as he gains limitless cursed energy, and his body reflexively performs the Reverse Cursed Technique to heal any injuries that he suffers. This effect lasts for 4 minutes and 11 seconds. But as long as he can keep hitting jackpots, he can open his domain over and over again. But this technique is not perfect, as he is still vulnerable between rounds when he has not hit the jackpot yet. While there's a 1/239 base chance of hitting the jackpot, Hakari claims to have never taken more than thirty tries to do so.
How Strong is Yuta Okkotsu?
Yuta Okkotsu is one of the four Special Grade sorcerers. He shares the title with Satoru Gojo, Suguru Geto, and Yuki Tsukumo. The Special Grade is granted to sorcerers who are considered anomalies, suggesting that each of them is capable of immeasurable destruction. This alone makes Yuta one of the strongest characters, not only in Jujutsu High but in the entire Jujutsu Society.
Yuta's Strengths and Cursed Techniques
As a descendant of Michizane Sugawara, Yuta has immense amounts of cursed energy since birth. This allowed him to accidentally put a curse on Rika at her death and turned her into a powerful cursed spirit. During the Jujutsu Kaisen 0 movie, along with Rika, Yuta was able to defeat the powerful Suguru Geto, who also named Rika "The Queen of Curses". Even after Rika Orimoto's soul was unbound from the cursed spirit, the spirit continued to protect Yuta because of Rika's lasting sense of love for him.
Rika alone makes Yuta immensely strong as she gives him access to immense amounts of cursed energy and even cursed tools stored inside her. She also allows him to use his cursed technique: Copy, which allows him to use the cursed techniques of sorcerers that Rika has consumed. Some of the techniques that Yuta copied include:

Yuta's Biggest Strength
Yuta gained the biggest boost to his strength in Chapter 261 of the manga. Having Rika consume Kenjaku's body, Yuta was now capable of Brain Transplant. Willing to rely on any means possible to defeat Sukuna, Yuta took over Satoru Gojo's body, which also gave him access to his cursed techniques. This change allowed Yuta to cast some of the strongest techniques in the manga, including: Lapse: Blue, Hollow Technique: Purple, and even Gojo's domain expansion "Unlimited Void". Though eventually, when Kenjaku's ability expired, he returned to his body with the help of Rika.
Who is Stronger: Yuta or Hakari?
Both characters are immensely strong in their own right. Hakari, when in his jackpot state, seems very much unkillable. Additionally, the probability carries over, which makes it easier for him to get jackpots again and again. The longer the fight goes, the stronger he is likely to get. That being said, Yuta is on a completely different level. Even before receiving Gojo's body, the sheer amount of power and techniques at his disposal seems enough to deal with Hakari. He is not only skilled at combat with the use of various cursed tools, but also has Rika on his side, who gives him access to immeasurable strength.
So while this battle will likely never take place, Yuta seems to be the clear winner. Hakari fans should still not be disappointed because it still does not take away from Hakari's potential to reach a level where he can at least give Yuta a good fight.
