The Cloud Top Balloon can be accessed after players advance in Chapter 2: When Fireworks Bloom quests. Sadly, there is no other way to reach the Cloud Top Balloon as the path up is revealed while completing the main quest.

Upon discovering that Scintilla has been kidnapped by the bandits, Nikki and Momo go to the peak of the Firework Isles to save her while the rest stays behind to clean up the mess. When you reach the peak, a hot air balloon will appear and take Nikki higher. Eventually, Stylists need to jump from one giant balloon to another until they reach the Cloud Top Balloon.
