The Flabebe-line made their debut in Pokemon X/Y. At the time, they were new Pokemon of the Fairy-typing, which was also introduced in the sixth generation of Pokemon. Now, there are over 50 Fairy-types across all generations of Pokemon (Gen 1 - Gen 9). Pokemon Scarlet & Violet featured never-before-seen and returning Fairy-type Pokemon, and among these were Flabebe, Floette, and Florges. Those looking for a good Fairy-type Special Attacker with excellent Special Defense may want to consider Florges when traveling Paldea or taking on Tera Raids.
Pokemon Scarlet & Violet: The 14 Strongest Pokemon in the Paldea Pokedex (& Where to Find Them)
As one might expect, the strongest Pokemon in Scarlet & Violet are mostly Dragon-types, but there are one or two surprises thrown in there as well.
Where to Find Flabebe in Pokemon Scarlet & Violet
South Province
Like its evolutions, Flabebe has different coloring depending on where you find one: Red, Blue, Orange, Yellow, and White. The colors do not have any influence on Flabebe's base stats and are purely for aesthetic purposes. According to its dex entry, you can find Flabebe in the following areas:
- South Province (Area One, Four, Five)
- East Province, East Paldean Sea (on the hilltops, not in the sea itself)
- West Province (Area One)
Although it's a Fairy-type, Flabebes prefer grassy areas with wildflowers that match their coloring. If you want a Flabebe in your early playthrough of Scarlet/Violet, you'll want to search South Province (Area One), as this Flabebe will be around level 17. You can find it by heading west of Cabo Poco. It's near the rock wall by a small lake, right before you reach the area with several lakes and a river leading to the sea.
Another way to get Flabebe is to battle it in 1-star Tera Raids. If you manage to catch it, Flabebe's level will be level 12.
Flabebe's caught and battled in Tera Raids will always have the red flower.
Where to Find Floette & Florges in Pokemon Scarlet & Violet
North Province
Unlike Flabebe, Floette resides in every Province in Paldea. You can find Floette in the following areas:
- South Province (Area One, Four, Six)
- West Province (Area One)
- North Province (Area One, Two, Three)
- East Province (East Paldaen Sea)
- Area Zero (white flower Floette)
Like Flabebe, lower-leveled Floettes can be caught in South Province Area One. The strongest Floettes you'll find in the wild reside in Area Zero. If you are searching Area Zero, use the warp pad to Research Stations 2-3 and search the grassy areas for groups of White Flower-Floettes.
There's a Grass Tera Type Floette in East Province: Area One.
Florges is much rarer than its pre-evolved forms, and you'll only find wild Florges in North Province (Area Three). The only other way to catch (not evolve) Florges is to look for them in 5-star Tera Raids. Like Flabebe, the Florges from Raids will be the Red Flower Florges. You won't be able to do 5-star Tera Raids until you complete The Way Home main quest.

How to Evolve Flabebe and Floette into Florges
What Level Does Flabebe Evolve?
Flabebe evolves into Floette at level 19; Floette evolves into Florges when exposed to a Shiny Stone. Leveling up Flabebe to level 19 shouldn't be too difficult, but you may have trouble getting a Shiny Stone if you don't know where to look. Shiny Stones can occasionally be obtained through 5-star Tera Raids. You can also check the auctions at Porto Marinada to see if they're selling a Shiny Stone. If you catch 150 Pokemon in the Paldean Pokedex, then you can receive one Shiny Stone through the Pokedex Completion Rewards.
The easiest, albeit somewhat unreliable, way to find Shiny Stones on the ground; they'll appear as "gold sparkles" in the overworld. Areas you'll want to search are:
- Area Zero
- Socarrat Trail
- Chilling Wasteland
- South Province (Area Six)
There's one area where you can find a guaranteed Shiny Stone: northeast of Alfronada. Refer to the image below for the exact location:

Florges' bane in Speed means she's likely to move after her opponent. This can be a problem if the opposing Pokemon specializes in physical moves, which many Poison-type and Steel-type moves are. A fast, physical attacker with a type advantage over Florges can easily 1HKO her before she can even blink.

Though Florges comes equipped with powerful special moves such as Moonblast, you'll notice that most of her moveset consists of Grass-type attacks. Petal Dance and Petal Blizzard have a Power of 120 and 90 respectively, but due to their Typing, Florges won't be getting any STAB (Same Type Attack Bonus). Fortunately, you can teach her special moves via TM, and a move like Psychic will give her some coverage against Poison-type Pokemon. However, her limited learnset and TMs make her better in a support role.
While Moonblast is obviously a good choice for Florges' STAB move, you can have her learn Psychic for another attacking move. The power of Psychic/Moonblast can be further enhanced by a status move like Calm Mind. As a Floette, Florges learns Wish at level 20. This move will restore up to half of Florges' HP. In the case that Florges faints, but Wish was used on her last turn, then the move will heal the Pokemon you swap in.

Florges' Abilities make her useful in Double Battles or Tera Raids. Unfortunately, since her Abilities are "reliant" on an ally, it won't benefit Florges much in regular battle - especially Symbiosis. Between her two Abilities, you may want to stick with Flower Veil, as it can benefit Florges even if she's the only Pokemon on the field.
