A new leak from the ongoing beta for Honkai: Star Rail's Version 3.3 update is hinting at a massive nerf coming to Cipher's damage output before her official release. The next update to the massively popular sci-fi RPG from HoYoverse looks to bring a wide variety of new content for fans of the game. Version 3.3 will introduce two new characters to the roster with Hyacine and Cipher, alongside re-runs for two of Amphoreus' most popular cast members. However, a recent update could suggest that one new character may not be as strong an option as fans had hoped.
New Quantum character Cipher has seen plenty of buzz among fans ahead of her full release in Honkai: Star Rail. Cipher will launch as a new Quantum Nihility character in Honkai: Star Rail, with her gameplay focusing heavily around critical hits, Additional Damage, and Follow-Up Attacks. Many fans have speculated that she could be a powerful new option to headline Star Rail teams, able to put out enough damage to make her a capable DPS character. A new leak is now hinting that Cipher may not live up to her DPS expectations.

Honkai: Star Rail Leaks Show Sizable Cipher Nerfs
A new update shared by prominent HoYoverse leaker HomDGCat is showcasing several changes with the most recent version of Cipher's kit. According to the leak, Cipher's damage numbers are set to see some dramatic shifts, with the ATK scaling on Cipher's Ultimate's Quantum damage cut in half. Her Talent is also seeing a marked decrease in its scaling, with her Follow-Up Attack now only dealing 150% of her ATK. The nerfs even extend to Cipher's Eidolons as well, with the ATK increase from her E1 ability being dropped to 80%.
"Yours Truly, Kitty Phantom Thief" (Ultimate)
- Base Quantum DMG reduced to 120% of Cipher's ATK (Was 240%)
- Additional Quantum DMG reduced to 40% of Cipher's ATK (Was 120%)
The Hospitable Dolosian (Talent)
- Follow-Up Attack Quantum DMG reduced to 150% of Cipher's TK (Was 300%)
Read the Room, Seek the Glee (Eidolon 1)
- ATK increase reduced to 80% (Was 200%)
The Thief's Game, Unsung and Free (Eidolon 6)
- Now records an additional 16% of non-Overflow DMG dealt by Cipher's Follow-Up Attacks.
The massive changes to Cipher's numbers may serve to shift discussion away from the character serving as a team's main damage unit. Cipher's new changes could push her into a more "sub-DPS"-oriented role within Honkai: Star Rail teams, potentially in teams built around characters already focused on Follow-Up Attacks. The damage nerfs will also likely make Cipher a less ideal pair on teams with characters like Acheron and Feixiao, who already have strong options for teammates. Cipher is expected to release during the second half of Version 3.3, launching on May 20.
Cipher's reduced damage output could look to create more competition between the new Quantum character and Version 3.3's rumored re-runs. The next update to Honkai: Star Rail is expected to welcome re-run banners for the first two Amphoreus characters, with both The Herta and Aglaea returning to the gacha banner. Both The Herta and Aglaea have been popular choices for many teams since their debut, with each considered among the game's strongest DPS characters. Version 3.3 looks to have a stacked lineup of featured characters on the way within just a few weeks.
