Like with any rumor of the game finally appearing in some form, this one should be taken with a grain of salt. However, there are some reasons to believe that it could be finally happening. Bloomberg notes that there are 'people' familiar with the plans, indicating that more than one person has made the same claim to the publisher. Further, the idea of the game launching a trailer next month could potentially coincide with The Game Awards, which is known to host major game trailers and first-time game premieres every year.
