Anemo characters like Mizuki use Vayuda Turquoise in their ascensions. It can be obtained from daily commission rewards and many other places, but the bulk of it will come from defeating bosses. These bosses (and trounce domains) can drop Vayuda Turquoise:

Enemy Drop - Where to Find Nobushi Handguards

Mizuki returns to Inazuma for her common enemy drop, those being the Handguards dropped by Nobushi and Kairagi — Inazuma's rogue bandit samurai.

Talent Books - Transience Series

Clearing the Violet Court domain on Mondays, Thursdays, or Sundays allows the player to obtain the Transience talent book series. This is the series Mizuki uses to upgrade her talents!

Trounce Materials - Fading Candle

The Knave Boss Fight with its Possible Drops - Fading Candle is Circled - Genshin Impact

After her trip to Natlan to get her boss drop, Mizuki will also need to make a stop in Fontaine. This is because the trounce material required for her talents is the Fading Candle, obtainable only by defeating the Knave in the Scattered Ruins trounce domain. This challenge is unlockable by finishing Arlecchino's Story Quest.

Players who can't wait to unlock this domain can jump right to it with the Quick Challenge option, but this locks them to fighting the Knave in single-player mode. This option becomes available at Adventure Rank 40.
