Summary
- Version 4.5 of Genshin Impact could feature a Mondstadt festival as its Flagship Event, possibly introducing a new 4-Star Mondstadt character alongside Chiori or as part of Albedo's rerun.
- Version 4.6 will introduce a new Fontaine area, while Version 4.5 will not have any map expansions.
- The rumored character Dahlia may be released in Version 4.5, as part of the Mondstadt festival. While it was hoped that Dahlia would be a Dendro character, leaks suggest that they will be a Hydro Catalyst instead. However, this information is speculative and subject to change.
A trusted source in the Genshin Impact community has claimed that Version 4.5 will feature a Mondstadt festival as its Flagship Event, which strongly implies that a new 4-Star Mondstadt character will debut alongside Chiori or will be a part of Albedo's rerun. While all focus is on the upcoming Lantern Rite and the release of Chenyu Vale in Version 4.4, leaks have already revealed much about what players can expect in Version 4.5 and 4.6, at least as far as characters and regions are concerned.
Whereas Version 4.6 will introduce a new Fontaine area to Genshin Impact, Version 4.5 will have no map expansions of its own. Some players speculate that Dainsleif will make his annual appearance during the patch, but it's more likely that HoYoverse is saving the Khaenri'ahn for the ruins of Remuria, set to launch in Version 4.6.

Genshin Impact reveals an expansive roadmap for its upcoming regions: Natlan and Snezhnaya, set to to be released by 2025.
Genshin Impact's Flagship Event in Version 4.5 Takes Place in Mondstadt
The focus of Version 4.5 will be on a Mondstadt festival, which Plum Team Leaks have confirmed using GenshinMeow as their source. As with any Genshin Impact leak, the information is subject to change, and HoYoverse has been known to pivot in a different direction from time to time. That being said, while it does not confirm a return of the Windblume Festival or another Weinlesefest, Version 4.5's Flagship Event being set in Mondstadt lines up with previous Genshin Impact banner leaks of Albedo getting a rerun.
A Mondstadt Flagship Event also implies that the rumored character Dahlia will be released in Version 4.5, as the Deacon of the Church of Favonius was part of the original Fontaine leaks – complete with a name, vision, and concept art. While some Genshin Impact players were hoping that Dahlia would be Mondstadt's first Dendro character, the leaks suggest that he will be a Hydro Catalyst instead. Since the cadence of character releases in the Fontaine era has been two characters per update, Dahlia would make the most sense to accompany Chiori for Version 4.5.
It is important to note that the Genshin Impact community has only speculated about Dahlia's appearance in Version 4.5, and as such, it should be taken with a grain of salt. However, with Arlecchino (and seemingly Sigewinne) being rumored for Version 4.6, a Mondstadt festival is the best opportunity for HoYoverse to introduce the Deacon. Though players have time to stock up on Primogems, the new Genshin Impact characters coming in Version 4.4, as well as Nahida's banner rerun, will make things a bit difficult.
