Use the Warp Device to fast travel to Vence and head to the Harbor. Speak to the man crouching near the barrels, inspecting them.

Head to the left side of West Vence, passing through the market until you reach a wheel. Rotate it to close the gate, which will open up a path across. Enter the Residence on the other side and speak to the old man inside.
