The type of workers you assign to the workshop will depend on the S.P.E.C.I.A.L. Stat needed for the theme you are crafting. By upgrading your theme workshop to level 3, you can significantly reduce the time it takes to create a theme.

There are currently six unique themes, with each theme having one diner and one living quarters variant, resulting in twelve total theme recipes that you can craft using a theme workshop in Fallout Shelter. These themes can be applied to a fully merged Diner or Living Quarters, meaning you must have merged three rooms. In addition, you must fully upgrade these rooms to use your newly crafted theme. However, once you unlock and build the theme workshop, you can't just craft any theme you want.

Instead, you must collect theme fragments by completing quests from the Overseer's office, just like getting Power Armor for your Dwellers or spending Nuka-Cola Quantum to unlock the ability to craft a specific theme. You can still collect theme fragments even if you do not have a theme workshop built in your vault. If you do not have enough theme fragments to craft a theme or have crafted the ones you want, you can destroy it to save power for other essential rooms.
