When sending dwellers out into the wasteland in Fallout Shelter, it's important to load them up with the best stats possible to help them survive.
An integral aspect of gameplay in Fallout Shelter involves sending dwellers out to explore wasteland locations. Before dispatching them, dwellers must be leveled up and equipped with suitable gear, and the gear the player equips a dweller with includes a suitable outfit. There are a number of outfits in the game that suit wasteland exploration and questing better than others.

9 T-45f Power Armor

The T-45f Power Armor is one of a series of power armors with the T-45 designation. Each of these is subtly different, with slightly different stats. However, the T-45f variant is the best of the bunch. This is not the kind of armor that a player would want to equip on a vault dweller that has low innate endurance, as it has no endurance bonus baked in.
However, for vault dwellers with good endurance, the T-45f Power Armor adds a whopping 5 perception. This means that it is perfect for equipping alongside a high-damage ranged weapon. But its main benefit in wasteland exploration is that high perception means finding more loot.

As with the T-45f Power Armor above, the T-60f Power Armor is the best of the power armors with the T-60 designation. It has exactly the same crafting requirements as the T-45f, so it should be prioritized for crafting over the lesser armor., but only if it is intended for use to equip a vault dweller that already has high innate perceptions.
The T-60f Power Armor adds a lot of survivability to a vault dweller that doesn’t have very much endurance. The +5 to this stat adds a lot of health points. It has additional benefits for wasteland exploration though. High endurance means finding more legendary junk, and it also adds some radiation mitigation as well. Overall, the T-60f Power Armor makes a great outfit for vault dwellers who are heading out into the wasteland to explore, although there are better options.

Wilzig's Travelwear is one of the newer outfits available to players in Fallout Shelter. It was added as part of the 1.18.0 update. It is an interesting outfit and could be great for wasteland exploration but with a caveat. It will need to be used by a vault dweller who already has a fair bit of endurance, simply to make sure they survive their adventures.
What makes Wilzig's Travelwear is firstly, the fact it adds 4 perception, which gives the dweller more chance of discovering loot while exploring. And secondly, the +4 luck, which increases the chance of a dweller finding legendary junk and bottle caps. For the right vault dweller, Wilzig's Travelwear could be an excellent outfit, turning them into a loot monster while exploring the wasteland in Fallout Shelter.

With the +7 Endurance bonus, a fully leveled-up vault dweller with their Endurance stat trained to 10 will have the maximum amount of health possible. This is an excellent outfit to make sure that a dweller has the highest possible survivability when exploring the wasteland. As long as the dweller is happy when sent out to the wasteland, they will have a good chance of surviving.

War’s Armor is one of the possible quest rewards from the "Horsemen of the Post-Apocalypse" questline, so whether the player has access to this armor or not comes down to the RNG roll on quest completion. However, if players are lucky enough to get this outfit as a reward, it will become a solid part of their vault dweller loadout for exploration in the wasteland, and for battling wasteland creatures.
4 Pestilence's Plating

Pestilence's Plating is another one of the armor sets in Fallout Shelter that is given as a quest reward for completing the "Horsemen of the Post-Apocalypse" series of quests. War’s Armor was covered in the previous section, and Pestilence's Plating is another solid outfit option. Its stat boosts are more suited to wasteland exploration when the player wants to ensure the vault dweller has the best chance of survival.
This is also an excellent armor set for leveling up vault dwellers out in the wasteland, due to its bonus to Intelligence. This means the dweller will receive more EXP for every type of action they perform while out exploring.

Every game was not released in the historical chronological order of the post-apocalyptic alternate timeline world of the Fallout series.
As a basic outfit to be used in early-game wasteland exploration, this is going to be the go-to choice for most players of Fallout Shelter. Later in the game, the player will gain access to more advanced outfits, but until then, the Mutant Hunter Gear is a fantastic option.

For general exploration and fighting creatures, it offers the game's best value.
With its respectable boosts to damage output and survivability, this is the outfit that most players will be using to level up their vault dwellers out in the wasteland. Yes, there are better outfits on paper, but none of them can be crafted in bulk and used to outfit whole teams of vault dwellers for exploration.
