One way the Courier can improve their chances of beating Joe Cobb in the fight is by getting Easy Pete's secret dynamite stores, left over from his "prospecting" days. But ironically, Easy Pete won't let go of his explosives easily – he must be convinced to hand them over. It Was Right Beneath Your Nose All Along
Easy Pete's dynamite can't be located out in the world by normal means. Sure, you can spawn some Dynamite into your inventory with console commands before the fight, or steal it from some nearby Powder Gangers, but Easy Pete's own personal Dynamite isn't something you can just spawn in or find. You can't pickpocket it from Easy Pete, either.
Townspeople and Easy Pete will say that he buried it somewhere secret, but there isn't a spot in-game you can go to. That's because Easy Pete doesn't actually give you the Dynamite directly – the Courier will only get his Dynamite right before the fight with Joe Cobb begins, if they can convince Easy Pete that they know how to handle explosives.

First, start the quest "Ghost Town Gunfight" to help Goodsprings get rid of Joe Cobb. You need to recruit as many people as possible to help your cause for this quest, and Easy Pete has a store of Dynamite that Sally thinks could be useful for improving your odds against the Powder Gangers.

To be able to convince Easy Pete to hand it over, though, you need to have a 30 Explosives skill. The easiest way to do this is to increase your Perception S.P.E.C.I.A.L trait and Explosives skill in character creation, as you can get to 40 Explosives without even leveling up from Lvl 1.
However, there is one way to raise your Explosives skill temporarily so you don't have to invest as much into it permanently. Head to the NCR Correctional Facility northwest from Goodsprings and look for a skill magazine called "Patriot's Cookbook" in Cell Block A. This specific book can be found all over the Mojave, but this is the closest location of a copy to Goodsprings.
Use the Patriot's Cookbook to temporarily raise your Explosives skill by at least +10 (+20 with the Comprehension perk). As long as you have at least 20 Explosives, which doesn't require too much investment, the Patriot's Cookbook will get you over the edge.
Either way, raise Explosives to 30, then talk to Easy Pete to convince him that you are capable of handling his Dynamite. When you have finished talking to everyone else for the "Ghost Town Gunfight" quest, head to Ringo to initiate the final battle. Sunny will come in and say Joe is here, and give you Easy Pete's dynamite to use in the fight.
