The Ghoul in Fallout, Explained
The Ghoul (Cooper Howard) is one of the main characters of the Fallout T.V. Show and may be the most popular character in the entire series. He is a bounty hunter who was originally a massive movie star before the fallout when radiation mutated him into a Ghoul.
Now, he spends his time hunting outlaws and criminals for bounties from different organizations, eventually leading to him meeting and working with Lucy MacLean, the show's main character (after a rocky beginning to their relationship).

The Ghoul's Perk Loadout
Thankfully, Bethesda released information on X that shows players how to build The Ghoul in Fallout 76. This build breaks down which Perks to get that fall under each of the well-known S.P.E.C.I.A.L. Stats in the series. Unsurprisingly, it seems that the highest Stats The Ghoul has are Perception, Endurance, Agility, and Luck.

How to Get The Ghoul's Outfit
Bethesda released his outfit (called The West Coast Duster Outfit) for players who are determined to play as The Ghoul. Unfortunately, there isn't a way to play as a Ghoul, but players can hide their normal faces and pretend that they're The Ghoul with his cowboy hat. However, some players hope to create mods to allow for either a Ghoul's face or a mask resembling The Ghoul.
For Fallout 1st players, the outfit is completely free and obtainable in the Atomic Shop (the game's item shop that can be purchased with real money). Unfortunately, this item is marked as a limited-time item; however, this doesn't mean it won't make a resurgence or become available in other ways in the game at a later date.
