Before embarking on this quest to get the All Rise melee weapon in Fallout 76, you should wait until after hitting level 50. This is essential since there is no way to level the All Rise to 50 after acquiring it, since you can't complete side quests a second time.

Step 1 - Listening to the Cranberry Bog Radio Message

As you venture into the Cranberry Bog region, you'll receive a radio message from Barbara Elizabeth, the Mayor of Watoga. This message serves as your initial quest prompt, urging you to make your way to her office, which is situated in the Watoga Municipal Center building. Once the message concludes, the game automatically adds the Mayor for a Day side quest to your quest log.

Step 2 - Mayor's Office

You can find the Watoga Municipal Center building in Watoga. The map above shows where the building is located in the Cranberry Bog region. However, be aware that you'll be attacked by numerous robots when you enter any external areas of this location. Once inside the Watoga Municipal Center building, expect to fight many of Fallout 76's Scorched enemies.

You'll want to take the elevator to the highest level to find the Mayor's Office. Then, take the stairs as high as possible from there. Finally, as shown in the picture above, use the collapsed roof to travel up to the level of the door leading to the Mayor's Office.

Step 3 - Speaking with Maia

Step 5 - Search the Hideout for Clues

The Saboteur's hideout is in the Abandoned Bog Town. However, since this location also acts as a workshop, you cannot travel directly to it. Instead, you'll want to fast travel to the Pylon location and then head west to the location above.

Once at the Abandoned Bog Town, you should look for a building with a blue door and a white message painted on it. Once found, head inside to the trailer parked there.

Here are the five clues you must search the hideout for:

  1. Encrypted Message Terminal: The Saboteur's terminal sits on a desk inside the trailer. Access it to locate the Encrypted Message clue.
  2. Last Words Holotape: This holotape sits loose inside the trailer.
  3. Letter from Jennica: Search the Saboteur's body inside the trailer to obtain this clue.
  4. Operation Free Watoga Log 322 Holotape: This holotape also sits loose inside the trailer.
  5. Saboteur's Work Password Note: This clue is inside a safe below a filing cabinet to the left of his terminal.

Ensure any clues you pick up have the yellow diamond icon next to them. Only items with this icon will count as a clue, and this is the first place where most people get stuck when completing the 'Search the Hideout for Clues' portion of the side quest.

Step 6 - Creating the Virus Holotape

Now that you've found all the clues, head to the RobCo Research Center building to recreate the virus you discovered from the Saboteur. Once there, follow the quest markers to be taken to the proper location to complete this task.

Again, make sure that you pick the Blank Holotape with the yellow diamond icon next to it. You can choose from many Blank Holotapes, but the one with this icon will only progress your quest.

Step 7 - Uploading the Virus Holotape

The quest's last step will have you returning to the Watoga Municipal Center building. Once there, speak with Maia, who will task you with uploading the virus using a terminal on the rooftop. You can access the roof by using the elevator on the same floor where the Mayor's Office is. Be ready for a tough fight against Mister Gutsy robots of varying rarity guarding the terminal. Once the uplink is complete, you will complete the quest and earn the All Rise melee weapon as a reward.
